Job Overview:
The National Consultant will play a crucial role in supporting UNFPA's initiatives aimed at improving menstrual health and hygiene (MHH) for adolescent girls in Mongolia. The consultant's primary responsibility will be to provide technical support for integrated MHH activities in selected schools and dormitories. This includes translating MHH standards and project plans into actionable tools and guidance that enable schools and partners to implement MHH-friendly WASH improvements and adolescent-led awareness activities. The consultant will assess existing facilities, identify improvement needs, and develop practical guidance for establishing adolescent-led MHH clubs and engaging boys in supportive behaviors. The overall goal is to create both a supportive physical and social environment for menstrual health and hygiene, ensuring that adolescent girls can manage menstruation with dignity and confidence.

Duties and Responsibilities:

• Review relevant project documents and prepare tools, including a workplan and practical toilet assessment checklist.
• Assess selected girls’ toilets and related WASH facilities against minimum MHH-friendly requirements, identifying practical improvement needs.
• Provide practical support during procurement, delivery, installation, and handover of MHH-friendly toilet improvements, ensuring functionality, safety, privacy, and hygiene.
• Develop guidance for adolescent-led MHH activities, including establishing MHH clubs and conducting awareness sessions.
• Create monitoring and reporting tools to document MHH club activities and the functionality of improved toilets.
• Collaborate with UNFPA and partners throughout the project lifecycle, ensuring effective communication and documentation of progress.

Required Qualifications:
The consultant must possess practical experience in supporting health, adolescent and youth development, gender, human rights, education, or development-related projects. Relevant experience in menstrual health and hygiene, adolescent health, school health, or gender-sensitive programming is essential. The consultant should demonstrate the ability to coordinate with national and local partners, document progress, and translate project plans into practical tools and guidance. Strong communication, coordination, and report-writing skills are necessary for effective collaboration with various stakeholders.

Educational Background:
A Bachelor’s degree in public health, education, social sciences, gender studies, development studies, human rights, international relations, public administration, or a related field is required. This educational background will provide the necessary foundation for understanding the complexities of menstrual health and hygiene, as well as the social and cultural factors that influence adolescent girls' experiences.

Experience:
At least 3 years of relevant professional experience in health, education, adolescent and youth development, gender, human rights, social development, or project/programme coordination is required. The consultant should have practical experience supporting menstrual health and hygiene initiatives, coordinating with government institutions, development partners, and civil society organizations. Experience in organizing activities, documenting progress, and preparing project-related documentation is essential. Previous experience with UN-supported or international development projects will be considered an asset, as will a good understanding of gender-sensitive approaches and adolescent-friendly environments.

Languages:
Fluency in Mongolian is required for effective communication with local stakeholders and beneficiaries. A working knowledge of English is considered an advantage, as it may facilitate collaboration with international partners and access to relevant resources.

The consultancy is expected to last for 40 non-consecutive working days over a four-month period, from 1 August to 30 November 202

• The consultant will work under the guidance of the Programme Analyst, Adolescents and Youth, UNFPA Mongolia, and will be required to travel to selected project provinces and schools/dormitories. The work may be conducted remotely, but field visits to the selected WASH improvement sites will be necessary. Payment will be structured in three installments based on the acceptance of deliverables, and travel costs will be covered by UNFPA in accordance with the project budget and travel policy.
