Job Overview:
The role of the International Consultant - CPE Team Leader involves leading a multidisciplinary team to conduct a comprehensive evaluation of UNFPA Zimbabwe's 8th Country Programme (2022-2026). This evaluation aims to assess the performance of the programme, identify facilitating and constraining factors affecting its delivery, and provide actionable recommendations for future programme cycles. The consultant will be responsible for designing the evaluation methodology, coordinating the evaluation team, and ensuring that the evaluation adheres to high-quality standards as defined by UNFPA and UNEG. The consultant will also engage with various stakeholders to strengthen accountability and support evidence-based decision-making, ultimately contributing to improved learning and programmatic effectiveness.

Duties and Responsibilities:
The duties and responsibilities of the CPE Team Leader include:
  • Designing a robust evaluation methodology that aligns with the requirements outlined in the Terms of Reference (ToR).
  • Coordinating the evaluation team, ensuring effective collaboration among team members and adherence to timelines.
  • Conducting a thorough assessment of the Country Programme's performance across all thematic areas, including human rights, gender equality, and disability.
  • Engaging with stakeholders to gather insights and feedback throughout the evaluation process.
  • Producing key deliverables, including design reports, evaluation reports, and presentations, in accordance with established deadlines.
  • Upholding ethical standards and ensuring confidentiality throughout the evaluation process.
  • Providing guidance and mentorship to junior evaluators and team members, fostering their professional development.
  • Analyzing and synthesizing data from diverse sources to draw meaningful conclusions and recommendations.

Required Qualifications:
Candidates must possess a Master's degree in public health, social sciences, demography, population studies, statistics, development studies, or a related field. They should have at least 10 years of experience in conducting or managing evaluations in international development or humanitarian assistance. Extensive experience in leading complex evaluations for UN organizations or international NGOs is essential. Candidates should demonstrate expertise in one of the thematic areas covered by the evaluation and possess in-depth knowledge of theory-based evaluation approaches. Strong management and leadership skills, as well as excellent interpersonal and communication abilities, are required. Familiarity with the national development context of Zimbabwe and fluency in English are also mandatory qualifications.

Educational Background:
The educational background required for this position includes a Master's degree in a relevant field such as public health, social sciences, demography, population studies, statistics, or development studies. This advanced degree is essential to ensure that the candidate has the necessary theoretical knowledge and analytical skills to conduct a comprehensive evaluation of the Country Programme.

Experience:
Candidates should have a minimum of 10 years of relevant experience in conducting or managing evaluations, particularly in the fields of international development and humanitarian assistance. This experience should include leading complex evaluations commissioned by UN organizations or other international entities. The candidate should also have a proven track record of working with multidisciplinary teams and engaging with various stakeholders in the evaluation process.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages relevant to the region may be considered an asset, but English is the primary language of communication for the evaluation team.

  • The consultant will work remotely for part of the time and will be required to spend some days at the UNFPA Zimbabwe country office in Harare during data collection and report writing. Applicants who are not Zimbabwean citizens must possess a valid work permit to work in Zimbabwe. The consultant must have their own laptop, and office space will be provided.
