Job Overview: The consultancy role involves conducting a comprehensive Country Programme Evaluation (CPE) for UNFPA Zimbabwe, focusing on the performance of its 8th Country Programme (2022-2026). The evaluation aims to provide an independent assessment of the program's effectiveness, identify facilitating and constraining factors influencing program delivery, and offer actionable recommendations for future program cycles. The CPE will cover various thematic areas and cross-cutting issues, including human rights, gender equality, and disability. The evaluation team will consist of a team leader and thematic experts, who will work collaboratively to design and implement a robust evaluation methodology. The consultants will be expected to work both remotely and on-site in Harare during specific phases of the evaluation process, ensuring a thorough and inclusive approach to data collection and analysis.
Duties and Responsibilities: The primary responsibilities of the consultants include:
Designing the evaluation methodology and work plan in accordance with UNFPA's Evaluation Policy.
Conducting a thorough assessment of the Country Programme's performance across all thematic areas.
Engaging with stakeholders to gather insights and feedback throughout the evaluation process.
Analyzing data collected through qualitative and quantitative methods to draw meaningful conclusions.
Preparing and presenting various deliverables, including design reports, evaluation reports, and presentations to stakeholders.
Ensuring that ethical standards are maintained throughout the evaluation, including confidentiality and the principle of 'do no harm.'
Collaborating with the CPE manager and other team members to refine findings and recommendations based on stakeholder feedback.
Providing a final evaluation report that includes actionable recommendations for the next program cycle, ensuring that all annexes and supporting evidence are complete and well-documented.
Required Qualifications: Candidates must possess a Master's degree in demography, population studies, statistics, social sciences, development studies, or a related field. Additionally, they should have 5-7 years of relevant experience in conducting evaluations, assessments, or research studies within the context of international development or humanitarian assistance. A strong understanding of population dynamics, migration, and national statistics systems is essential, along with familiarity with humanitarian strategies and international law" style="border-bottom: 1px dotted #007bff !important;">humanitarian law. Candidates should demonstrate excellent analytical, problem-solving, and communication skills, as well as the ability to work effectively within a multidisciplinary team.

This advanced degree is crucial for understanding the complexities of population dynamics and for effectively conducting evaluations in the context of international development.
Experience: Candidates should have a minimum of 5-7 years of experience in conducting evaluations, reviews, assessments, or research studies, particularly in the field of international development or humanitarian assistance. This experience should include a demonstrated ability to apply both qualitative and quantitative data collection methods and to work collaboratively with a diverse team of experts.
Languages: Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if relevant to the context of the evaluation or the stakeholders involved.

Consultants will work remotely for part of the time and will be required to be present in the UNFPA Zimbabwe country office in Harare during data collection and report writing phases. Applicants who are not Zimbabwean citizens must possess a valid work permit to work in Zimbabwe. The consultants are expected to have their own laptops, and office space will be provided.
