Job Overview: The consultancy role involves conducting a comprehensive Country Programme Evaluation (CPE) for UNFPA Zimbabwe, focusing on the 8th Country Programme (2022-2026). The evaluation aims to provide an independent assessment of the programme's performance, identify factors influencing its delivery, and offer actionable recommendations for future cycles. The CPE will encompass various thematic areas and cross-cutting issues, including human rights, gender equality, and disability. The evaluation team will consist of a team leader and thematic experts, who will work collaboratively to ensure a robust evaluation methodology and comprehensive analysis of the programme's impact.
Duties and Responsibilities: The consultant will be responsible for designing the evaluation methodology, coordinating the evaluation team, and ensuring the evaluation's alignment with UNFPA's Evaluation Policy. Key responsibilities include conducting data collection, analyzing findings, and preparing reports. The consultant will also facilitate presentations of the evaluation results to stakeholders, ensuring that the evaluation process is ethical and respects confidentiality. The consultant will work closely with the CPE manager and other team members to deliver high-quality outputs, including design reports, evaluation reports, and presentations.
Required Qualifications: Candidates must possess a Master's degree in demography, population studies, statistics, social sciences, development studies, or a related field. They should have 5-7 years of experience in evaluations, assessments, or research in international development or humanitarian assistance. A strong understanding of population dynamics, migration, and national statistics systems is essential. Familiarity with humanitarian strategies and the ability to integrate human rights and gender perspectives into the evaluation process are also required. Excellent analytical, problem-solving, and communication skills are necessary for this role.
Educational Background: A Master's degree in a relevant field such as demography, population studies, or social sciences is required. This educational background should provide the necessary theoretical and practical knowledge to conduct evaluations effectively and understand the complexities of population dynamics and development issues.
Experience: The position requires 5-7 years of relevant experience in conducting evaluations, research studies, or monitoring and evaluation work in the context of international development or humanitarian assistance. Experience working with multidisciplinary teams and familiarity with the national development context of Zimbabwe are highly desirable.
Languages: Fluency in written and spoken English is mandatory. Knowledge of additional languages may be considered an asset but is not explicitly required for this position.

Consultants are expected to work remotely for part of the time and be present in the UNFPA Zimbabwe office during data collection and report writing phases.
