Job Overview: The consultancy role involves conducting a comprehensive Country Programme Evaluation (CPE) for UNFPA Zimbabwe, focusing on the 8th Country Programme (2022-2026). The evaluation aims to provide an independent assessment of the programme's performance, identify facilitating and constraining factors affecting programme delivery, and offer actionable recommendations for future cycles. The CPE will encompass all thematic areas of the programme, addressing critical issues such as human rights, gender equality, and disability. The evaluation team will consist of a multidisciplinary group of consultants, including a team leader responsible for the evaluation's design and coordination, as well as thematic experts who will contribute their specialized knowledge. The consultants will work both remotely and on-site in Harare during data collection and report writing phases, ensuring a thorough and methodologically sound evaluation process.
Duties and Responsibilities: The primary responsibilities of the consultants include designing a robust evaluation methodology, coordinating the evaluation team, conducting data collection and analysis, and producing various deliverables throughout the evaluation process. Specific tasks include:
Developing a design report that outlines the evaluation approach, methodology, and work plan, including an evaluation matrix and context analysis.
Presenting the design report to stakeholders and incorporating feedback into the final version.
Conducting fieldwork to gather data and insights from various stakeholders.
Preparing a version 1 evaluation report that presents findings and conclusions based on collected data, followed by revisions based on stakeholder feedback.
Co-creating a recommendations worksheet with tentative recommendations for the next programme cycle.
Producing a final evaluation report that includes comprehensive findings, conclusions, and actionable recommendations.
Delivering a PowerPoint presentation summarizing the evaluation results for dissemination purposes.
Required Qualifications: Candidates must possess a Master's degree in public health, medicine, health economics, epidemiology, biostatistics, social sciences, or a related field. They should have 5-7 years of experience in conducting evaluations, assessments, or research studies within international development or humanitarian contexts. A strong understanding of adolescent and youth issues, particularly in relation to sexual and reproductive health and rights (SRHR), is essential. Familiarity with humanitarian strategies, policies, and international law" style="border-bottom: 1px dotted #007bff !important;">humanitarian law is advantageous. Candidates should demonstrate the ability to uphold ethical standards in evaluation processes, integrate human rights and gender perspectives, and apply both qualitative and quantitative evaluation methodologies effectively. Educational Background: A Master's degree in relevant fields such as public health, medicine, health economics, epidemiology, biostatistics, or social sciences is required. This educational background ensures that candidates have the necessary theoretical knowledge and practical skills to conduct evaluations effectively and contribute to the understanding of complex health and social issues.
Experience: Candidates should have a minimum of 5-7 years of relevant experience in conducting evaluations, reviews, assessments, or research studies in international development or humanitarian assistance. This experience should include working with multidisciplinary teams and applying various evaluation methodologies, ensuring that candidates are well-equipped to handle the complexities of the evaluation process.
Languages: Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the local context or the populations being evaluated.
Additional Notes: The consultancy is expected to last for 8 months, from March 1 to October 31, 2025, with payment based on agreed man-days during this period. Consultants will work remotely for part of the time and will be required to be present in the UNFPA Zimbabwe country office in Harare during data collection and report writing phases. Non-Zimbabwean applicants must possess a valid work permit to work in Zimbabwe. The consultants are expected to have their own laptops, and office space will be provided.
