Job Posting Organization:
The position is located within the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) of the United Nations. OIOS serves as the internal oversight body of the UN, assisting the Secretary-General in fulfilling oversight responsibilities regarding the organization's resources and staff. The division provides audit, investigation, inspection, and evaluation services. OIOS was established to ensure accountability and transparency within the UN system, and it operates globally, addressing issues of misconduct, mismanagement, and violations of regulations.

Job Overview:
The Chief of Section, Investigations (Digital Forensics) will oversee all operations related to digital forensic investigations within the OIOS/ID region. This role requires managing complex investigations into alleged misconduct, fraud, and violations of organizational regulations. The incumbent will be responsible for the identification, collection, analysis, and preservation of electronic evidence, ensuring that all forensic activities comply with established procedures and standards. The position demands a high level of expertise in digital forensics, as well as the ability to lead a team of investigators and collaborate with other investigative units. The incumbent will also be tasked with developing standard operating procedures for digital forensic analysis and ensuring the accuracy and reliability of forensic reports. Additionally, the role involves providing expert consultations and testimony for tribunals, as well as conducting training in digital forensic awareness.

Duties and Responsibilities:
The incumbent will be responsible for overseeing complex digital forensic investigations, managing resources related to electronic evidence, defining investigation parameters, guiding a team of investigators, ensuring compliance with forensic standards, preparing detailed analysis reports, developing operating procedures, conducting peer reviews, and providing expert consultations. The role also includes maintaining proficiency with forensic tools, leading data analysis efforts, and performing other functional duties as required. The Chief of Section will ensure that all investigations are conducted in a forensically sound manner and that findings are presented clearly and objectively.

Required Qualifications:
Candidates must possess a strong knowledge of digital forensic theories, concepts, and techniques. They should demonstrate the ability to recover and analyze electronic evidence effectively, manage conflicting priorities, and draft complex reports. The role requires strategic planning skills and the ability to incorporate gender perspectives into all areas of work. Candidates should exhibit professionalism, initiative, and the ability to work under pressure while maintaining high standards of integrity and efficiency.

Educational Background:
An advanced university degree (Master's degree or equivalent) in digital forensics, computer science, information technology, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">information security, computer engineering, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of programs in data analytics, business analytics, or data science is also desired.

Experience:
A minimum of ten years of progressively responsible experience in digital forensic investigations is required. Candidates should have experience in investigation management and supervisory functions, as well as international investigatory work in law enforcement or government agencies. Experience working with international organizations and field operations is desirable, along with a background in data analytics or related areas.

Languages:
Fluency in English is required, as it is one of the working languages of the United Nations Secretariat. Knowledge of another United Nations official language, such as French, is desirable and may enhance a candidate's profile.

This position is financed by the Support Account for Peacekeeping Operations and is initially for a period of one year, subject to budgetary approval and the availability of funds.
