Job Overview:
The UNFPA Afghanistan Country Office is seeking an experienced international consultant to serve as the Information Management Officer (IMO) for the Protection from Sexual Exploitation and Abuse (PSEA) initiative. This role is critical in developing and enhancing information management capacities within the PSEA Network. The consultant will be responsible for establishing robust data processes and analytics that support inter-agency decision-making and comprehensive reporting on SEA risks. The position also involves spearheading the strategic deployment and enhancement of the Sexual Exploitation and Abuse Risk Overview (SEARO) tool, which is essential for accurate SEA risk assessments and the development of evidence-based prevention strategies. The consultant will coordinate with UNFPA’s internal PSEAH and AAP team to ensure effective data collection and risk analysis, facilitating targeted awareness campaigns aligned with PSEA objectives. This role is pivotal in ensuring heightened coordination and accountability in addressing SEA risks, reporting directly to the PSEAH Coordinator.

Duties and Responsibilities:
The Information Management Officer will be responsible for designing and implementing robust information management systems to support PSEAH efforts both internally and inter-agency. This includes enhancing data collection, storage, and analysis capabilities. The consultant will lead the strategic roll-out and continuous improvement of the SEARO tool, conduct detailed data analyses to identify trends and risk factors associated with SEA, and produce regular reports to inform decision-making and strategy development within the PSEA framework. Additionally, the consultant will provide training and capacity-building support to the PSEA Network, UNFPA staff, and implementing partners on effective information management tools and techniques for SEA risk assessment and mitigation. Collaboration with PSEAH and AAP technical specialists is essential to ensure alignment of data collection methodologies and risk analysis processes. The consultant will utilize data-driven insights to develop targeted, evidence-based strategies for preventing sexual exploitation and abuse, improve monitoring and evaluation mechanisms, and facilitate engagement with key stakeholders to align efforts and share best practices in PSEA. Furthermore, the consultant will establish and maintain data integrity and security" style="border-bottom: 1px dotted #007bff !important;">security protocols, manage online databases, and support UNFPA in PSEA Network coordination and communication with partners and donors regarding SEA risk mitigation measures.

Required Qualifications:
Candidates must possess a completed master’s degree from an accredited academic institution in Computer Science, Information Management, or a related field. A minimum of 5 years of professional experience in Information Management is required, along with knowledge of the cluster approach, the United Nations System, and the non-governmental organization humanitarian community. Technical competencies include excellent knowledge of Microsoft Excel, Microsoft Access, and other databases, as well as experience with data management tools such as Microsoft Power BI. Candidates should have proven technical expertise in managing data capture and storage, analyzing diverse datasets, and presenting information in understandable formats. Experience with web content management and GIS mapping packages is also advantageous.

Educational Background:
The position requires a completed master’s degree from an accredited academic institution in a relevant field such as Computer Science or Information Management. This educational background is essential for understanding the complexities of information management systems and data analysis in a humanitarian context.

Experience:
Candidates should have a minimum of 5 years of professional experience in Information Management, demonstrating a strong understanding of data management practices and the ability to engage effectively with various stakeholders in the humanitarian sector. Experience working within the United Nations System or with non-governmental organizations is highly desirable.

Languages:
Fluency in English is mandatory for this position. Knowledge of a local language, such as Dari or Pashto, would be considered an advantage, as it would facilitate communication and engagement with local communities and stakeholders.

Additional Notes:
The consultancy will span a total duration of eight months, with the consultant working from home and required to undertake three missions to Afghanistan during this period. The position is part-time and may involve flexible working hours to accommodate the needs of the project and stakeholders. UNFPA does not charge any fees in connection with the application or recruitment process, and candidates should be aware of the need to comply with UN regulations regarding residency status.
