Job Overview: The position of International Consultant in Military Justice involves conducting a comprehensive assessment of military justice in the Central African Republic (CAR). The consultant will be responsible for identifying the current state of military justice, analyzing its effectiveness, accountability, transparency, and independence. The consultant will work closely with various stakeholders, including government ministries, military personnel, and civil society organizations, to gather data and formulate strategic recommendations for reform. The consultancy is structured in three phases: data collection and preliminary report drafting, formulation of recommendations and organization of consultation workshops, and finalization of the consultancy report and presentation to authorities. The consultant will utilize a mixed approach, combining documentary analysis, stakeholder interviews, and participatory workshops to achieve the objectives of the consultancy.
Duties and Responsibilities: The consultant will have several key responsibilities, including:
Conducting a thorough assessment of the current state of military justice in CAR, including legislative and regulatory frameworks, institutional structures, and available resources.
Identifying and analyzing existing flaws and shortcomings in the military justice system, including the influence of military and political authorities on judicial decisions.
Proposing institutional reforms and governance measures to enhance the management and supervision of military affairs, aiming to reduce corruption and interference.
Developing recommendations to strengthen the independence of military magistrates and improve the efficiency of military court procedures.
Assessing the feasibility of creating a specialized corps of civilian and military magistrates trained in military affairs.
Delivering a series of reports, including a concept note, diagnostic report, workshop reports, and a final consultancy report with reform proposals and an implementation plan.
Required Qualifications: Candidates must possess a master's degree or higher in law, with a focus on military law, international humanitarian law, human rights law, or a related field. A minimum of 10 years of proven experience in military justice within Central and West Africa, particularly in conflict or post-conflict contexts, is required. Candidates should demonstrate expertise in judicial system analysis, institutional reforms, and governance in the justice sector. Experience in designing, implementing, or evaluating military justice reforms, particularly in collaboration with governmental and military institutions, is essential. Knowledge of international standards related to military justice and the ability to navigate complex political environments are also required. Strong analytical skills and the ability to write comprehensive reports and policy papers are necessary.
Educational Background: The educational background required for this position includes a master's degree or higher in law, specifically in areas such as military law, international humanitarian law, or human rights law.
