Job Overview:
The Finance Officer - Partnership role is crucial for ensuring the timely preparation of partners' budgets for new project proposals and budget revisions. This position involves effective review of partner financial reports and support during the audit process for projects, ensuring compliance with donor and DRC policies. The Finance Officer will act as the focal point for partnership management in project finance and management, playing a key role in building the financial management capacity of partners and ensuring that financial resources are managed effectively and transparently.

Duties and Responsibilities:
  • Partnership Management: Build and strengthen the capacity of partners in financial management through regular training and capacity-building initiatives. Support financial assessments of new grant proposals and budgets from partners. Review quarterly financial reports from partners, identifying and investigating discrepancies. Conduct financial monitoring visits to partners to ensure compliance with donor requirements. Provide financial and donor compliance training as needed.
  • Installment Follow-up: Track financial installments and ensure timely submission of requests from partners. Adjust partner expenditures and advances based on agreements in a timely manner.
  • External Contacts: Collaborate closely with the program team on cash distributions, including limited travel to the field for cash distribution activities. Ensure timely documentation of payments to suppliers and partners, coordinating with the country office. Participate in training on financial issues and conduct frequent visits to partners.
  • Documentation/Vouchers: Ensure completeness of finance supporting documents, including coding and authorization levels. Work with field offices to ensure timely documentation and payment to suppliers and partners. Regularly upload and update scanned vouchers on shared drives, notifying the country office focal point as necessary. Perform any other duties assigned by the line manager.

Required Qualifications:
Candidates must have a minimum of 5 years of progressive experience in finance-related positions, particularly with a focus on partnership management. At least 3 years of experience working with international non-governmental organizations (INGOs) is required. Proven experience in managing financial aspects of projects funded by humanitarian donors is essential, along with a solid understanding of financial compliance and procedures. Strong interpersonal and communication skills are necessary, as well as the ability to work effectively under pressure. Proficiency in computer applications, particularly MS Word, Excel, and PowerPoint, is also required.

Educational Background:
A Bachelor’s degree in accounting is required for this position. Additional certifications or licenses related to finance or accounting may be beneficial but are not explicitly stated as requirements.
