Job Posting Organization: The position is located within the Inspection and Evaluation Division (IED) of the Office of Internal Oversight Services (OIOS) at the United Nations Headquarters in New York. The OIOS serves as the internal oversight body of the United Nations, assisting the Secretary-General in fulfilling oversight responsibilities regarding the resources and staff of the Organization. Established to provide audit, investigation, and evaluation services, the IED conducts independent inspections and evaluations to help intergovernmental bodies and program managers assess the relevance, efficiency, effectiveness, and impact of the Secretariat’s programs. The IED operates under the mandate set forth in General Assembly resolutions, ensuring that programs are delivered within prescribed mandates while promoting training and development across the Organization.
Job Overview: The Deputy Director will play a crucial role in guiding and supervising the preparation of evaluation and inspection reports. This position requires presenting and defending these reports to various committees, including the Committee for Programme and Coordination and the Fifth Committee of the General Assembly. The Deputy Director will also be responsible for establishing guidelines for self-evaluation by program managers, supporting the Director in strategic risk assessments, and ensuring timely execution of program activities. The role involves leading complex inspection and evaluation assignments, overseeing office management, and fostering teamwork among staff. The Deputy Director will also coordinate the preparation of reports for intergovernmental bodies and represent the Division at various meetings, ensuring that the Division's work aligns with the broader goals of the United Nations.
Duties and Responsibilities: The Deputy Director will be responsible for a wide range of duties, including:
Providing guidance and supervision for the preparation of evaluation and inspection reports.
Presenting and defending evaluation reports to the Committee for Programme and Coordination and the Fifth Committee of the General Assembly.
Maintaining regular dialogue with Member States regarding evaluation issues.
Establishing guidelines for self-evaluation by program managers, including quality standards and methodologies.
Supporting the Director in strategic risk assessments and formulating the substantive work program of the Division.
Ensuring timely execution of program activities and coordinating work within the Division and with other UN organizations.
Leading and supervising inspection and evaluation assignments, ensuring high-quality outputs.
Overseeing office management, including budget preparation and staff performance assessments.
Managing and developing Division staff, fostering teamwork and communication. 1
Providing expertise on inspection and evaluation issues and preparing reports for intergovernmental bodies. 1

Required Qualifications: Candidates must possess expert knowledge and understanding of procedures relevant to inspection and evaluation activities. They should demonstrate the ability to supervise complex inspection and evaluation work, possess strong drafting skills for preparing complex reports, and have excellent management and interpersonal skills. The role requires effective communication skills, including the ability to listen, interpret messages, and tailor communication to different audiences. Candidates should also demonstrate strong performance management skills, including the ability to delegate responsibilities, monitor progress, and provide feedback to staff. Additionally, candidates must exhibit sound judgment and decision-making abilities, identifying key issues and considering the impacts of decisions. Leadership skills are essential, as the Deputy Director will serve as a role model and empower others to achieve objectives while promoting gender balance in staffing.
Educational Background: An advanced university degree (Master’s or Doctorate degree, or equivalent) in social sciences, public administration, program evaluation, or a related area is required. Alternatively, a first-level or advanced degree combined with three additional years of qualifying experience may be accepted in lieu of an advanced university degree.
Experience: Candidates must have a minimum of fifteen years of progressively responsible experience in program planning, evaluation, and/or inspection, with at least three years at an international management level. Experience in managing and conducting program planning, evaluation, and/or inspection is required. Experience within the United Nations system or a similar large international organization is desirable.
Languages: Fluency in written and spoken English is required for this position. Knowledge of another official language of the United Nations is desirable, as English and French are the working languages of the United Nations Secretariat.
