Job Posting Organization:
The position is located in the Partnership Section of the Office of the Controller, which is part of the Office of Programme Planning, Finance and Budget in the Department of Management Strategy, Policy and Compliance at the United Nations. This office plays a crucial role in advising on global partnerships, donor relations, and resource mobilization. It provides ongoing support to various Secretariat entities, establishes guidelines, and offers policy guidance related to funding partnerships and implementing partner arrangements. Job Overview:
The Programme Management Officer is responsible for developing, implementing, and evaluating organizational guidance and management frameworks for the registration, selection, engagement, monitoring, reporting, risk management, and evaluation of Implementing Partners. This includes UN System organizations, NGOs, intergovernmental, and not-for-profit organizations. The officer will monitor and analyze program/project development and implementation, draft relevant documents and reports, and propose corrective actions for identified issues. The role also involves conducting capacity-building activities, assisting in policy development, and integrating technological systems related to Implementing Partners. The officer will prepare various written outputs, provide support for meetings and conferences, and undertake outreach activities, including training workshops and field missions. The position requires a strong analytical capability to collect and interpret data, enabling data-driven decision-making and reporting.

Duties and Responsibilities:
The Programme Management Officer will perform a wide range of duties, including: participating in the development and implementation of organizational guidance and management frameworks; monitoring and analyzing program/project development; drafting documents and reports; conducting capacity-building activities; researching and analyzing information on implementation mechanisms; assisting in policy development and enhancement; undertaking analytical initiatives; preparing written outputs such as background papers and reports; providing support for consultative meetings; conducting outreach activities; coordinating budget and funding activities; collecting and analyzing data for insights; and performing other duties as required.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in business administration, public administration, management, economics, or a related field. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage. Candidates should demonstrate knowledge of theories and concepts relevant to Implementing Partner management and possess the ability to analyze and resolve issues effectively.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in a relevant field is required. A first-level university degree may be accepted with qualifying experience. Additional qualifications in data analytics or related fields are advantageous.

Experience:
A minimum of five years of progressively responsible experience in project or programme management is required. Candidates should have experience in developing policies and standards for managing Implementing Partners, as well as familiarity with ERP systems like Umoja. Experience with result-based management methodologies and frameworks is desirable, along with experience in using Implementing Partner management systems such as the United Nations Partner Portal.

Languages:
Fluency in oral and written English is required. Knowledge of French is desirable, and knowledge of another official United Nations language is an advantage.
