Job Overview: The Area-Based Coordination (ABC) Coordinator will play a pivotal role in leading the operationalization of the ABC model in Ukraine, particularly in the Kherson and Sumy Oblasts. This position requires a proactive professional with a robust background in coordination and field implementation. The ABC Task Force, co-chaired by OCHA and DRC, aims to enhance localized response efforts and improve service access for communities affected by displacement. The coordinator will be responsible for establishing effective governance and coordination structures, facilitating cross-area learning, and ensuring scalability of the model to fill operational coordination gaps among local responders in hard-to-reach areas. The role demands a deep understanding of humanitarian complexities and the ability to foster collaboration among various stakeholders.
Duties and Responsibilities: The primary responsibilities of the Area-Based Coordination Coordinator include facilitating the implementation of the ABC pilot models in targeted regions, providing hands-on support to NGOs chairing the ABC, and ensuring effective coordination with local authorities and humanitarian actors. The coordinator will establish clear roles and responsibilities, integrate the ABC model into existing structures, and ensure inclusive participation from local actors. Additionally, the coordinator will develop monitoring tools to assess the model's impact, act as the liaison between the ABC Task Force and local responders, conduct assessments, and provide recommendations for strengthening coordination efforts. Regular reporting to the ABC Task Force and other stakeholders is essential, as is presenting findings to enhance interagency coordination at both local and national levels.
Required Qualifications: Candidates must possess a minimum of 7 years of experience in the humanitarian sector, with a proven track record in coordination and humanitarian program management across various crises. Demonstrated experience in operationalizing and scaling up pilot approaches is highly valued, as is past experience in implementing humanitarian responses in hard-to-reach locations. Familiarity with area-based coordination models and prior experience in Ukraine are significant advantages. Fluency in both written and spoken English is mandatory, while proficiency in Ukrainian is considered a strong asset.
Educational Background: The position requires a relevant educational background, typically at least a bachelor's degree in a field related to humanitarian studies, international relations, or a similar discipline. Advanced degrees may be preferred, particularly for candidates seeking to demonstrate a higher level of expertise and understanding of humanitarian coordination and program management.
Experience: The ideal candidate will have extensive experience in the humanitarian sector, particularly in roles that involve coordination and program management. Additional Notes: The contract length for this position is 12 months, subject to budget availability. The duty station is designated as Kyiv, which is classified as a Non-Family Duty Station, and the role will require approximately 70% travel. The expected start date for this position is 1st April 202
