Job Posting Organization:
The position is located in the Partnership Section of the Office of the Controller, within the Department of Management Strategy, Policy and Compliance at the United Nations. This office serves as a Secretariat-wide advisor, providing expertise on global partnerships, donor relations, resource mobilization, and implementing partnerships. The Partnership Section is responsible for establishing guidelines, defining procedures, and providing policy guidance related to funding partnerships and implementing partner arrangements. The organization aims to enhance collaboration and effectiveness in managing partnerships across various sectors and entities.

Job Overview:
The Programme Management Officer will play a crucial role in developing, implementing, and evaluating methodologies governing the acceptance of voluntary contributions and standardizing donor requirements. This position involves collaborating with stakeholders to negotiate contractual instruments with donors, maintaining effective relationships with key partnerships, and monitoring program/project development and implementation. The officer will also be responsible for conducting organizational capacity-building activities, researching and analyzing information related to donor relations, coordinating policy development, and generating survey initiatives. The role requires strong analytical skills, the ability to manage multiple priorities, and effective communication to ensure successful outreach and training activities. The officer will also lead field missions and capacity-building initiatives, ensuring that all activities align with the organization's goals and objectives.

Duties and Responsibilities:
The Programme Management Officer will be responsible for a wide range of duties, including: developing and implementing organizational methodologies for voluntary contributions; standardizing donor requirements and instruments; negotiating contractual instruments with donors; maintaining relationships with key partnerships; monitoring and analyzing program/project development; conducting capacity-building activities; researching and analyzing donor relations; coordinating policy development and technological integration; generating survey initiatives; organizing written outputs; providing backstopping for meetings and conferences; initiating outreach activities; leading field missions; coordinating budget funding activities; and performing other duties as required. The officer will also be expected to analyze data to identify trends and provide insights for decision-making.

Required Qualifications:
Candidates must possess a strong understanding of donor management theories, policies, and procedures. They should have the ability to establish and maintain good working relationships with a broad range of partners, manage joint projects, and resolve issues effectively. The role requires excellent analytical skills, the ability to conduct independent research, and the capacity to manage conflicting priorities. Candidates should demonstrate professionalism, effective communication skills, and a commitment to gender perspectives in their work.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, public administration, management, economics, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of seven years of progressively responsible experience in project or programme management, administration, or a related area is required. Candidates should have experience managing partnerships and donor relations with multilateral organizations, as well as inter-organization coordination regarding donor relations at the United Nations or other international organizations. Experience in developing, formulating, and reviewing voluntary funded project proposals and donor reporting is essential. Familiarity with multilateral organizational policies and frameworks for project implementation is desirable, along with experience in negotiating terms and conditions with donors.

Languages:
Fluency in both English and French is required, as these are the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is considered an advantage.
