Job Posting Organization:
The position is located in the Partnership Section of the Office of the Controller, within the Department of Management Strategy, Policy and Compliance at the United Nations. The Partnership Section serves as a Secretariat-wide advisor, providing expertise on global partnerships, donor relations, resource mobilization, and implementing partnerships. It supports all Secretariat entities by establishing guidelines, defining procedures, and providing policy guidance related to Funding Partnerships and Implementing Partner arrangements. Job Overview:
The Programme Management Officer is responsible for developing, implementing, and evaluating organizational guidance and management frameworks for the registration, selection, engagement, monitoring, reporting, risk management, and evaluation of Implementing Partners. This includes liaising with relevant parties, ensuring follow-up actions, and performing capacity-building activities through workshops and training sessions. The officer will also research and analyze information regarding mechanisms for implementation, coordinate policy development, and enhance technological systems related to Implementing Partners. The role requires generating analytical initiatives, organizing written outputs, and providing substantive backstopping to meetings and conferences. The officer will lead field missions and capacity-building initiatives, coordinate budget funding activities, and collect and analyze data to identify trends for data-driven decision-making.

Duties and Responsibilities:
The Programme Management Officer will be responsible for the following duties:
  • Develop and implement organizational guidance and management frameworks for Implementing Partners.
  • Monitor and analyze programme/project development and implementation.
  • Review and draft relevant documents and reports, identifying problems and initiating corrective actions.
  • Perform capacity-building activities in collaboration with clients.
  • Research and analyze information from diverse sources regarding implementation mechanisms.
  • Coordinate policy development and integration of technological systems.
  • Generate analytical initiatives and design data collection tools.
  • Organize and prepare written outputs, including background papers and reports.

  • Initiate and coordinate outreach activities and conduct training workshops. 1
  • Lead field missions and capacity-building initiatives. 1
  • Coordinate budget funding activities and prepare related documents. 1

  • Perform other duties as required.

Required Qualifications:
Candidates must possess knowledge and understanding of theories, policies, and procedures relevant to Implementing Partner management. They should have the ability to establish good working relationships with UN and non-UN partners, identify and resolve issues, and conduct management data collection. Candidates should demonstrate conceptual analytical and evaluative skills, apply judgment in assignments, and manage conflicting priorities. Professional competence, efficiency, and commitment to gender perspectives are essential. Strong communication skills, both oral and written, are required, along with the ability to work collaboratively in a team environment.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, public administration, management, economics, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is an advantage.

Experience:
A minimum of seven years of progressively responsible experience in project or programme management, administration, or a related area is required. Candidates must have experience in developing policies, procedures, and standards for managing Implementing Partners, as well as experience using ERP systems like Umoja for project management. Experience with managing Implementing Partners and using systems such as the United Nations Partner Portal is desirable. Familiarity with result-based management methodologies and frameworks is also desirable.

Languages:
Fluency in both oral and written English is required. Knowledge of French is desirable, and knowledge of another UN official language is an advantage.
