Job Overview:
The ICLA Specialist position is crucial for the Norwegian Refugee Council's operations in North Central America and Mexico. The primary responsibility of the ICLA Specialist is to set the strategic direction for the ICLA Core Competency, ensuring quality assurance and program development. This role involves mentoring and training staff, enhancing their technical capacities, and developing the ICLA portfolio in the region. The ICLA Specialist will also be responsible for fundraising efforts, maintaining donor relations, and representing NRC in relevant forums. The position requires a proactive approach to compliance with NRC policies and procedures, as well as a commitment to high technical quality in project implementation. The ICLA Specialist will work closely with other Core Competency Specialists to align strategies and ensure effective program delivery.

Duties and Responsibilities:
The ICLA Specialist will be tasked with developing the ICLA Core Competence strategy and technical guidance, ensuring alignment with regional and global priorities. Key responsibilities include:
  • Developing macro-log frames and technical guidance for ICLA programs.
  • Ensuring compliance with NRC policies and procedures.
  • Contributing to fundraising efforts by developing and revising funding proposals, budgets, and donor reports.
  • Identifying trends in technical standards and donor priorities.
  • Monitoring compliance with contractual commitments within the ICLA Core Competency.
  • Providing technical direction and support for project implementation.
  • Mentoring and training staff to build their technical capacity.
  • Developing relevant tools and procedures for ICLA programming.
  • Representing NRC at relevant forums and maintaining relationships with stakeholders. 1
  • Conducting assessments and developing program strategies and proposals for new initiatives.

Required Qualifications:
Candidates must possess a bachelor’s degree in a relevant field such as law, social sciences, or related disciplines. An advanced academic qualification is considered an advantage. Additionally, candidates should have a minimum of four years of experience in legal assistance within a humanitarian or recovery context. Experience in managing complex programs, including implementation, program development, fundraising, and budget development, is essential. A clear understanding of legal protection issues and frameworks in humanitarian contexts is required, along with documented results related to the position’s responsibilities. Candidates should also demonstrate knowledge of leadership skills and the ability to work effectively in challenging environments.

Educational Background:
The educational background required for the ICLA Specialist position includes a bachelor’s degree in law, social sciences, or a related discipline. An advanced degree in a relevant field is preferred and will be considered an asset. This educational foundation is critical for understanding the legal frameworks and protection issues that the role entails, particularly in the context of humanitarian assistance and displacement.

Experience:
The position requires a minimum of four years of relevant experience in legal assistance within humanitarian or recovery contexts. Additionally, experience in training and capacity building of staff, as well as working in volatile contexts, is highly valued. Familiarity with the legal protection and displacement context in Latin America, particularly in Central America and Mexico, is also essential.

Languages:
Fluency in both Spanish and English is mandatory for this position, with proficiency in written and verbal communication in both languages. This bilingual requirement is crucial for effective communication with diverse stakeholders and for the successful implementation of programs. Knowledge of additional languages relevant to the region may be considered an asset but is not mandatory.

Additional Notes:
The duty station for this position can be in any of the following cities: Ciudad de Mexico, Ciudad de Guatemala, Tegucigalpa, or San Salvador. The contract offered is a national contract, and the role may require travel of up to 40%. The salary and benefits are based on grade 9 of NRC’s salary scale, which includes accompanying terms and conditions.
