Job Overview:
The National Individual Consultant will play a pivotal role in supporting the implementation of UNFPA's Gender and Youth Programme in Turkmenistan. This position involves providing programmatic, administrative, and financial coordination to ensure the effective execution of projects aimed at eliminating gender-based violence and promoting gender equality. The consultant will work closely with the UNFPA Gender and Youth National Programme Analyst to facilitate meetings, manage communication with partners, and oversee the development of work plans and reports. The role requires a proactive approach to establishing governance structures and coordinating mechanisms for project success at both national and community levels. The consultant will also be responsible for expanding the knowledge base related to gender issues and ensuring compliance with UNFPA policies and procedures.

Duties and Responsibilities:
The consultant's duties will include:
  • Providing programmatic and operational coordination in line with UNFPA's mandate and gender-responsive approach.
  • Organizing meetings and consultations with project partners to ensure integrated project implementation.
  • Facilitating the establishment of governance structures and coordinating mechanisms for successful project execution.
  • Managing communication and consolidating inputs from implementing partners for annual work plans, monitoring and evaluation plans, and financial reports.
  • Expanding and maintaining a knowledge base of practices and innovations to promote investments in gender equality.
  • Ensuring compliance with UNFPA policies and procedures, including monitoring budgets and expenditures.
  • Providing technical assistance to implementing partners and preparing thematic documentation as needed.
  • Developing Terms of Reference for national and international expertise and supporting hiring processes.
  • Establishing strong communication ties with stakeholders and contributing to the visibility of Joint Programme results. 1
  • Undertaking additional tasks as assigned by the Supervisor.

Required Qualifications:
Candidates must possess a Master’s Degree in social sciences, international relations, law, demography, development studies, or related fields. Alternatively, a Bachelor’s Degree with an additional 2 years of relevant experience will be considered. A project/programme management certification is an added advantage. Candidates should have progressive professional experience in managing or implementing projects, preferably within the public or private sector. Experience working with or for international organizations and coordinating with government agencies or donors is highly desirable. Fluency in English, Russian, and Turkmen is mandatory, along with proficiency in current software applications and excellent communication skills.

Educational Background:
The educational background required for this position includes a Master’s Degree in relevant fields such as social sciences, international relations, law, demography, or development studies. A Bachelor’s Degree may be acceptable if accompanied by additional relevant experience. A project/programme management certification is considered an asset, enhancing the candidate's qualifications for the role.

Experience:
The position requires candidates to have progressive professional experience in project management or implementation, ideally within the public or private sectors. Experience working with international organizations and liaising with government agencies or donors is highly valued. Candidates should demonstrate a strong track record of managing projects effectively and coordinating with various stakeholders to achieve project goals.

Languages:
Fluency in English, Russian, and Turkmen is mandatory for this position. These language skills are essential for effective communication with stakeholders, partners, and team members. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to engage with diverse communities and organizations.

Additional Notes:
The consultancy is expected to last for 9 months, from April 1, 2025, to December 31, 2025, with a possible extension after a one-month break. The consultant will be stationed at the UNFPA Country Office in Turkmenistan and will be required to deliver services and outputs in accordance with the specified timelines. Monthly interim reports detailing activities, results, and supporting documentation must be submitted by the 25th of each month. The consultancy fee will be calculated based on the NO-A level of the UN Salary Scale for National Officer categories, effective November 1, 2020, and will be paid monthly upon successful completion of deliverables.
