Job Overview: The Procurement Consultant position within the FMP Team in CSU is designed for an experienced professional who will play a crucial role in supporting Executing Agencies and IDB Project Team Leaders throughout the project lifecycle. This includes the design, implementation, and closure of projects, with a strong emphasis on strengthening fiduciary systems. The consultant will provide high-level technical advice on procurement fiduciary matters, engage in strategic dialogues with government officials, and promote effective public procurement systems. The role requires active participation in project cycles, ensuring compliance with the Bank’s fiduciary requirements while also contributing to the Bank’s digital transformation initiatives. The consultant will be expected to bring innovation and efficiency to procurement processes, enhancing decision-making through data analysis and collaboration with various stakeholders.
Duties and Responsibilities: The Procurement Consultant will be responsible for a wide range of duties, including: providing technical advice on procurement methods and handling disputes; engaging in high-level discussions with government officials to promote fiduciary assessments; preparing background analyses; supporting fiduciary supervision of projects; conducting preventive reviews and ex-post supervision; proposing solutions to strengthen fiduciary systems; evaluating project risks; advising on procurement approaches; supporting the Bank’s digital transformation; sharing business intelligence; and encouraging collaboration among various stakeholders. The consultant will also be tasked with any additional assignments related to fiduciary procurement duties as required by the organization.
Required Qualifications: Candidates must possess a Master’s degree or an equivalent advanced degree in relevant fields such as Procurement, Engineering, Law, or Business Administration. Additionally, candidates should have at least 5 years of progressive experience in public or private sector procurement, particularly within international organizations or projects funded by such entities. Proficiency in English and Dutch is mandatory, while knowledge of another Bank official language (Spanish, French, or Portuguese) is considered an asset. Candidates must also meet citizenship requirements, being either a citizen of Suriname or a citizen of one of the IDB's 48 member countries eligible for residency in Suriname without sponsorship.
Educational Background: The educational background required for this position includes a Master’s degree or an equivalent advanced degree in fields pertinent to the role, such as Procurement, Engineering, Law, or Business Administration. This advanced education is essential to equip the consultant with the necessary knowledge and skills to navigate complex procurement processes and contribute effectively to the IDB’s mission.
Experience: The position requires a minimum of 5 years of progressive experience in procurement, specifically in public or project procurement within the private sector or international organizations. This experience should demonstrate a solid understanding of procurement practices and the ability to manage procurement processes effectively in a complex, multi-stakeholder environment.
Languages: Proficiency in English and Dutch is required for this position. Additionally, knowledge of another Bank official language, such as Spanish, French, or Portuguese, is appreciated and can enhance a candidate's profile, making them more competitive for the role.
Additional Notes: The contract type for this position is National Consultant, and it is a full-time role with a duration of 12 months. The work location is on-site in Suriname.
