Job Overview:
The Governance Consultant will work under the guidance of the Executive Vice President (EVP) of the IDB Group, who serves as the Chief Operating Officer. The consultant will be responsible for providing specialized and strategic knowledge on governance capacity building needs across various countries and sectors. This role involves leading reviews of governance-focused projects, assessing country-specific programming, project selection, and identifying financial management bottlenecks that impede effective use of Multilateral Development Bank (MDB) resources. The consultant will analyze governance constraints that limit countries' access to MDB financing and provide actionable recommendations to enhance the demand for IDB's financial products and services. The position requires a thorough understanding of governance issues and the ability to develop targeted strategies to address these challenges, ultimately fostering a more enabling environment for financing.

Duties and Responsibilities:
The Governance Consultant will undertake a comprehensive review of governance and institutional capacities in countries, particularly in relation to managing higher levels of financing. Key responsibilities include:
  • Identifying weaknesses in public management, procurement, and regulatory frameworks.
  • Analyzing countries' abilities to manage and repay debt, including assessing potential risks.
  • Drawing lessons from past project performances to identify patterns of failure or sustainability concerns.
  • Evaluating private sector markets and identifying collaboration opportunities with capital markets.
  • Collaborating with other EVP advisors to review governance-focused projects.
  • Assessing operational, social, and other challenges at both program and project levels.
  • Creating actionable plans for selected countries to address execution issues, particularly in financial management.
  • Identifying lessons learned to improve programming processes and project selection.
  • Developing a monitoring framework to track the implementation of these plans and progress in addressing identified issues.

Required Qualifications:
Candidates must possess a degree in political sciences, public administration, public policy, economics, or other relevant fields. Additionally, candidates should have at least 15 years of proven experience in governance reform, public sector management, and institutional capacity building in developing countries. A strong understanding of the political and institutional challenges faced by developing countries, particularly in relation to public policy and the MDB environment, is essential. Familiarity with the operations and processes of international financial institutions, including the IDB and World Bank, is also required.

Educational Background:
The position requires a degree in political sciences, public administration, public policy, economics, or other fields relevant to the responsibilities of the role. This educational background is crucial for understanding the complexities of governance and institutional capacity building in developing countries.

Experience:
Candidates should have a minimum of 15 years of relevant experience in governance reform, public sector management, and institutional capacity building. This experience should include practical knowledge of the challenges faced by developing countries in managing public policy and financing, as well as familiarity with the operations of international financial institutions.

Languages:
Proficiency in English and Spanish, both spoken and written, is mandatory for this position. Additional knowledge of French and Portuguese is considered a plus and may enhance a candidate's suitability for the role.

Additional Notes:
The contract type for this position is Consultant Full-Time, with a duration of 36 months. The work location is on-site in Washington, DC.
