Job Overview:
The Deputy Representative plays a crucial role in the design and delivery of the UNFPA population and development and sexual and reproductive health country programme. This position involves building alliances and partnerships with various stakeholders, including governments, UN agencies, civil society, and the private sector, to realize the 2030 Agenda and positively impact the lives of millions, particularly those who are marginalized. The Deputy Representative is responsible for the day-to-day operations of the Mali Country Office, supervising assigned staff and ensuring effective programme implementation. The role requires a strong commitment to human rights, sustainable development, and humanitarian relief, with a focus on empowering vulnerable populations and integrating sexual and reproductive health issues into national development agendas. The Deputy Representative will also engage in advocacy and policy dialogue to promote the ICPD agenda and ensure national ownership of development efforts.

Duties and Responsibilities:
A. Programme Leadership: Develop, manage, and monitor the Country Programme in alignment with the strategic plan, utilizing demographic and socio-economic data. Assess national trends and their implications for UNFPA's work, expand the portfolio, and provide technical assistance to partners. Establish quality standards for project development and delivery, and prioritize responses to HIV/AIDS and humanitarian emergencies. B. National Capacity Development: Implement strategies for capacity building, providing support to strengthen national capacities on programmes. Facilitate the development of national staff and create an enabling environment for the ICPD agenda. Foster knowledge sharing and innovative thinking within the country office. C. Partnership and Advocacy: Maintain and create partnerships with government counterparts, civil society, and the private sector. Advocate for the ICPD agenda and promote South-South cooperation. Ensure alignment of organizational goals with national priorities through effective communication and collaboration. D. Management of Resources: Support the management of the Country Office, including work plan formulation and monitoring. Design and implement resource mobilization strategies, manage staff effectively, and ensure compliance with security" style="border-bottom: 1px dotted #007bff !important;">security standards. Required Qualifications:
Candidates must possess a postgraduate university degree in disciplines such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or related fields. They should have at least 7 years of progressively responsible professional experience in public administration and international development, with a minimum of 5 years in population and development, sexual and reproductive health, or humanitarian contexts at the international level. Candidates should demonstrate the ability to align organizational objectives with national priorities, possess excellent advocacy and policy dialogue skills, and have proven leadership capabilities to achieve high-quality results.

Educational Background:
A postgraduate university degree in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or other related areas is required for this position. This educational background is essential to understand the complexities of population and development issues and to effectively manage programmes that address these challenges.

Experience:
Candidates should have a minimum of 7 years of increasingly responsible professional experience in public administration and international development, including programme design, appraisal, and management. At least 5 years of this experience should be in the fields of population and development, sexual and reproductive health, or humanitarian work at the international level. Field experience is essential, particularly in developing or humanitarian contexts, to ensure a comprehensive understanding of the challenges faced in these environments.

Languages:
Fluency in both English and French is required for this position. Proficiency in these languages is essential for effective communication and collaboration with diverse stakeholders, including government counterparts, civil society organizations, and international partners. Additional language skills may be considered an asset but are not mandatory.
