Job Overview:
The Data Management Officer will play a crucial role in ensuring the management, integrity, and analysis of operational data. This position is pivotal in transforming raw data into decision-making tools, particularly through the creation of an interconnected database architecture and the development of advanced visualization solutions using Power BI to monitor the indicators of the GCORR (Global Crisis Operations Response and Recovery). The officer will also be responsible for administering and securing the database system, ensuring compliance with Burkina Faso's data protection law (Law No. 001-2021/AN). The role requires a proactive approach to data collection and structuring, ensuring high-quality data is gathered from GCORR partners while adhering to legal standards. The officer will design and manage a dynamic sub-database that synchronizes with the current main platform, allowing for the isolation and analysis of specific indicators. Additionally, the officer will ensure interoperability between various data sources to maintain a smooth flow of information without duplicates, and will implement automation scripts for data cleaning and importation (ETL).

Duties and Responsibilities:
The Data Management Officer will have a comprehensive set of responsibilities, including:
  • Collecting data from GCORR partners to build a technical ecosystem that ensures high-quality data collection while remaining legally compliant.
  • Designing and administering a dynamic sub-database that is synchronized with the main platform to isolate and analyze specific indicators.
  • Creating data structures (tables, relationships, primary/foreign keys) that meet the needs of the GCORR.
  • Ensuring interoperability between different data sources to guarantee a smooth flow of information without duplicates.
  • Structuring the database to facilitate quick searches and extractions.
  • Programming automation scripts for data cleaning and importation (ETL).
  • Developing interactive dashboards in Power BI to measure and track GCORR indicators in real-time.
  • Establishing key performance indicators (KPIs) related to intervention timelines, operational performance, and target achievement.
  • Creating complex Excel reports for in-depth analyses. 1
  • Analyzing trends, discrepancies, and bottlenecks in operational processes identified through the database. 1
  • Producing monthly summary reports on the platform's health and overall performance. 1
  • Ensuring data is presented visually and understandably for non-technical stakeholders. 1
  • Creating an archiving system for various project activities and components. 1
  • Providing training and technical support related to information/data management. 1
  • Identifying and removing duplicates, correcting entry errors, and standardizing formats (dates, names, codes). 1
  • Ensuring the system is always technically and functionally up-to-date. 1
  • Implementing regular backup protocols to prevent data loss in case of system failures.

Required Qualifications:
The ideal candidate for the Data Management Officer position should possess the following qualifications:
  • Professional experience in a humanitarian or recovery context, with experience in rapid response being a significant advantage.
  • Proven experience in database creation, analysis, and dashboard production.
  • Proficiency in Power BI and prior professional experience in complex and unstable contexts.
  • Demonstrated results in similar responsible positions.
  • Mastery of database management systems such as Oracle, MySQL, Sybase, or SQL Server, along with query and programming languages.
  • Proficiency in communication tools and new technologies.
  • Strong analytical skills and attention to detail.
  • Ability to work independently and meet tight deadlines.
  • Excellent communication skills to explain technical concepts to diverse profiles. 1
  • Good knowledge of monitoring and evaluation will be an asset. 1
  • Knowledge of English is an advantage.

Educational Background:
Candidates should have at least a Bachelor's degree in Computer Science, Statistics, Data Management, or a related field. A degree in Statistics, Economics, or any other relevant discipline is also acceptable. Advanced mastery of DAX, Power Query, and report publishing is required, along with expert-level skills in complex formulas, Power Pivot, and VBA/Macros. Candidates should also have a strong command of database languages (SQL is essential) and ideally scripting languages (Python or JavaScript) for dashboard development.

Experience:
The position requires a minimum of two years of relevant experience related to the role. Candidates should have a proven track record in creating relational database architectures and should demonstrate a rigorous analytical mindset and attention to detail. The ability to work autonomously and adhere to tight deadlines is crucial for success in this role.

Languages:
Proficiency in French is mandatory for this position. Knowledge of English is considered an asset, enhancing communication capabilities within the organization and with international partners.
