Job Overview: The ICAO Roster Air Navigation Services Expert position is crucial for ensuring the operational safety of airports and air navigation facilities. The expert will be responsible for implementing various technical assistance and cooperation projects aimed at enhancing air navigation services. This role involves drafting agreements, developing country-specific and regional projects, and managing the ICAO Roster of Experts. The expert will also coordinate with various stakeholders to ensure compliance with international aviation standards and facilitate the effective implementation of air navigation plans. The position requires a proactive approach to identifying deficiencies in air navigation services and initiating improvements to enhance safety and operational efficiency.
Duties and Responsibilities:
Ensure operational safety of airports and air navigation facilities and services.
Carry out safety, security, and facilitation-related regulatory and inspectorate functions in accordance with ICAO Annexes.
Implement the ICAO USOAP Corrective Action Plan and evaluate ANS deficiencies.
Coordinate and direct functions of the ANS Directorate, including regulatory and inspectoral functions.
Manage air navigation services functions and supervise associated departments.
Develop policies, procedures, and regulatory measures for the ANS Directorate.
Plan and implement ANS human resources recruitment and training plans.
Evaluate compatibility of ATC training programs with operational requirements.
Initiate actions for efficient implementation of Regional Air Navigation Plan requirements. 1
Develop and update operational requirements. 1
Coordinate with users and government agencies on ANS requirements. 1
Prepare detailed work plans and reports as required. 1
Perform other related duties as assigned.
Required Qualifications: Candidates must possess a university degree in civil aviation or a related air navigation field, preferably in air traffic control services. They should have detailed knowledge of ICAO Standards and Recommended Practices, as well as familiarity with relevant ICAO Annexes. A minimum of seven years of progressive aviation professional experience in air navigation services planning and regulatory compliance is essential. Candidates should also have experience in establishing air navigation operational training requirements and evaluating training programs, along with substantial experience in planning and operating air navigation facilities and services.
Educational Background: A university degree in one or more major fields of civil aviation or related air navigation fields is required. Candidates with equivalent qualifications and experience in air traffic control services will also be considered.
Experience: Candidates should have at least seven years of progressive professional experience in aviation, specifically in air navigation services planning and regulatory compliance. Experience in a sizeable civil aviation authority, air carrier, or airport is essential. Familiarity with ICAO regional and global planning processes and experience in search and rescue services planning and operation are also important.
Languages: A good command of oral and written English is essential for this position. A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish) is desirable.
Additional Notes: This position is prospective and intended for experts interested in consultancy contracts, both short and long term. Evaluation of candidates may include an assessment exercise followed by a competency-based interview. ICAO CDI consultants are expected to conduct themselves in a manner befitting their status as international civil servants.
