Job Overview:
The ATS Operational Safety Inspection and Certification Expert will work under the direction of the Director of the Capacity Development and Implementation Bureau (CDI) within the Field Operations Section (FOS). The primary function of this position is to evaluate the operational safety levels of Air Traffic Services (ATS) units, identify operational anomalies, and make recommendations for improvements. The expert will utilize safety management systems to identify hazards and mitigate risks, ensuring that the ATS units operate at optimal safety levels. The role also involves evaluating existing methodologies for investigating air traffic incidents and providing recommendations for enhancements. The expert will be responsible for submitting detailed reports on safety levels and methodologies, ensuring that all information is handled with confidentiality as per the legal agreement of secrecy. This position requires a high level of professionalism, communication skills, teamwork, planning, accountability, client orientation, technological awareness, and a commitment to continuous learning.

Duties and Responsibilities:
  • Evaluate the operational safety level of ATS units against identified safety performance targets.
  • Identify operational anomalies in ATS units that could potentially lead to incidents.
  • Make recommendations to enhance operational safety using safety management systems for hazard identification and mitigation techniques.
  • Assess the current methodologies for investigating air traffic incidents and inspecting operational safety in ATS units, providing recommendations for improvements that emphasize a just cause approach.
  • Prepare and submit reports detailing the safety levels of visited ATS units, including recommendations to address identified anomalies.
  • Develop and submit a report on improving the methodology for safety inspections in ATS units and incident investigations.
  • Perform other related duties as assigned by the CDI Director.

Required Qualifications:
The ideal candidate must possess a university degree or equivalent qualifications and experience in the field of civil aviation. Essential qualifications include significant experience in inspecting operational safety in high-density air traffic control units and establishing methodologies for investigating ATS incidents. The candidate should also have a solid understanding of the ICAO Integrated Safety Management program and familiarity with the implementation and functions of the State Safety Program (SSP) and Safety Management Systems (SMS).

Educational Background:
Candidates must hold a university degree or equivalent qualifications in civil aviation or a related field. This educational background is essential for understanding the complexities of air traffic management and safety protocols.

Experience:
Candidates should have substantial professional experience in the aviation sector, particularly in inspecting operational safety within air traffic control units characterized by high traffic density. Experience in developing methodologies for investigating ATS incidents and formulating safety recommendations is crucial. Familiarity with ICAO standards and practices is highly desirable.

Languages:
