Job Overview: The position of Consultant for Capacity Development and Implementation is crucial for the Field Operations Section (FOS) under the Capacity Development and Implementation Bureau (CDI) of ICAO. The consultant will be responsible for overseeing the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. This role involves drafting agreements and creating country-specific and regional projects by identifying priority areas, developing objectives, activities, deliverables, setting timelines, and specifying budgetary requirements. The consultant will also recruit international experts to implement capacity development projects across various civil aviation fields and manage the ICAO Roster of Experts. The position requires a strong understanding of aviation regulations and the ability to coordinate with various stakeholders to ensure the successful execution of projects.
Duties and Responsibilities: The consultant will have a comprehensive set of responsibilities, including but not limited to: 1) Ensuring the operational safety of airports and air navigation facilities and services; 2) Carrying out safety, security, and facilitation-related regulatory and inspectorate functions in accordance with ICAO Annexes; 3) Implementing the ICAO Universal Safety Oversight Audit Programme (USOAP) Corrective Action Plan and evaluating air navigation service deficiencies; 4) Coordinating and directing functions of the Air Navigation Services (ANS) Directorate; 5) Managing air navigation services functions and supervising associated departments; 6) Developing policies, procedures, and regulatory measures for the ANS Directorate; 7) Planning and implementing human resources recruitment, retention, and training plans for ANS; 8) Evaluating compatibility of ATC training programs with operational requirements; 9) Initiating actions for effective implementation of Regional Air Navigation Plan requirements; 10) Developing and updating operational requirements; 11) Coordinating with users, government agencies, and neighboring states on ANS requirements; 12) Preparing detailed work plans and reports; 13) Performing other related duties as assigned.
Required Qualifications: The ideal candidate must possess a university degree in civil aviation or a related air navigation field, preferably with a focus on air traffic control services. Essential qualifications include detailed knowledge of ICAO Standards and Recommended Practices, familiarity with ICAO Annexes, and at least seven years of progressive professional experience in aviation air navigation services planning and regulatory compliance. The candidate should have substantial experience in the planning, development, implementation, and operation of air navigation facilities and services, as well as experience with ICAO regional and global planning processes. Additionally, experience in establishing air navigation operational training requirements and evaluating training programs is essential.
Educational Background: Candidates must hold a university degree in one or more major fields of civil aviation or a related air navigation field. This educational background should preferably include a focus on air traffic control services or equivalent qualifications and experience that demonstrate a strong understanding of aviation regulations and practices.
Experience: The position requires a minimum of seven years of progressive professional experience in aviation, specifically involving air navigation services planning and regulatory compliance. Candidates should have experience working within a sizeable civil aviation authority, air carrier, or airport, and should be familiar with the establishment of air navigation operational training requirements and the evaluation of training programs. Substantial experience with the planning, development, implementation, and operation of air navigation facilities, services, and procedures is also necessary, along with experience in ICAO regional and global planning processes and the planning and operation of search and rescue services.
Languages: A good command of oral and written English is essential for this position. Additionally, a working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish) is desirable, as it would enhance communication with a broader range of stakeholders and clients.
