Job Overview: The PSEAH Specialist will be responsible for leading the implementation of the inter-agency Protection from Sexual Exploitation, Abuse, and Harassment (PSEAH) program across Afghanistan. This role involves advising the Resident Coordinator/Humanitarian Coordinator (RC/HC) for the United Nations Country Team (UNCT) and the Humanitarian Country Team (HCT). The Specialist will focus on strengthening inter-agency systems for PSEAH while providing direct support to UNFPA and its partners. The position is critical in maintaining progress made by the PSEA Network, which connects over 300 organizations and aims to protect communities from exploitation and abuse while ensuring a safe working environment for aid workers. The Specialist will also enhance victim support systems and foster accountability within the humanitarian response framework.
Duties and Responsibilities: The PSEAH Specialist will undertake a comprehensive set of responsibilities, including: supporting the implementation of the PSEA in-country program, assisting senior leadership in developing and implementing a tailored PSEA strategy, coordinating the enhancement of the inter-agency PSEA Network, conducting joint risk assessments, aiding in the development of an annual Action Plan, coordinating the PSEA Network's activities, strengthening PSEAH within UNFPA and its partners, establishing an internal UNFPA Task Force on PSEA and SH, developing a PSEAH Action Plan for the Country Office, supervising the coordination of PSEA and AAP Sub-Working Groups, providing expert guidance to partner organizations, engaging in community outreach, coordinating with key partners, establishing a Community-Based Complaints Mechanism (CBCM), and monitoring and evaluating the effectiveness of PSEAH initiatives.
Required Qualifications: Candidates must possess an advanced university degree in gender studies, humanitarian affairs, human rights, law, social work, public health, development studies, or a related field. Additionally, they should have at least 7 years of relevant progressive work experience in areas such as PSEA, GBV, staff misconduct, risk management, or gender mainstreaming. Demonstrated expertise in SEA Risk Overview (SEARO) rollout, strong understanding of international development, familiarity with the UN system, and proven ability to develop and implement PSEAH Action Plans are essential. Candidates should also have experience in designing and facilitating capacity-building activities, excellent communication skills, and familiarity with data protection measures.
Educational Background: The educational background required for this position includes an advanced university degree in fields related to gender studies, humanitarian affairs, human rights, law, social work, public health, or development studies. This educational foundation is crucial for understanding the complexities of sexual exploitation and abuse prevention, as well as the broader context of humanitarian work and gender-based violence.
Experience: The position requires a minimum of 7 years of relevant progressive work experience in areas such as PSEA, GBV, staff misconduct, risk management, or gender mainstreaming. Candidates should have a strong track record of implementing PSEAH programs, conducting risk assessments, and developing evidence-based interventions. Experience working in UN integrated missions is highly desirable, as is familiarity with international development frameworks and coordination structures.
Languages: Fluency in English is mandatory for this position. Additionally, a working knowledge of another official UN language is desirable, which would enhance communication and collaboration within the international context of the role.
