Job Overview: The position of Poverty Measurement Expert Consultant is crucial for the IDB Group's renewed focus on eradicating extreme poverty and reducing overall poverty in Latin America and the Caribbean. The consultant will play a key role in enhancing the poverty targeting and measurement of IDB projects, ensuring that they effectively benefit vulnerable populations. This role involves developing state-of-the-art tools and methodologies to analyze and eliminate poverty, thereby aligning with the IDB's new Institutional Strategy. The consultant will work closely with the Poverty Expert Consultant and will be based in the IDB’s Social Sector, influencing projects across various sectors such as education, health, agriculture, and transportation.
Duties and Responsibilities: The selected candidate will be responsible for a variety of tasks aimed at improving poverty measurement and targeting within IDB projects. These tasks include refining and expanding guidance for assessing poverty targeting, creating frameworks applicable to diverse project types, and collaborating on the development of tools to identify the poverty status of beneficiaries. The consultant will also support data collection in pilot projects, assess the poverty status of beneficiaries, and identify opportunities for improvement in measurement methods. Additionally, the consultant will develop and implement training activities for IDB teams on the use of poverty measurement tools, ensuring widespread adoption. The role will also involve representing the poverty measurement work at high-level meetings and strategic discussions with other organizations focused on poverty analysis in the region, such as the World Bank.
Required Qualifications: Candidates must possess a Master’s degree in economics, development studies, econometrics, social sciences, or a related field, with a PhD preferred. They should have at least 10 years of relevant experience in poverty analysis, international development, or social policy, with a strong emphasis on poverty reduction strategies and targeting. A proven track record of publications related to poverty analysis is essential. Familiarity with statistical packages such as SPSS, STATA, and R is considered an asset.
Educational Background: The educational background required for this position includes at least a Master’s degree in a relevant field such as economics, development studies, econometrics, or social sciences. A PhD is preferred, indicating a higher level of expertise and research capability in the field of poverty analysis and measurement.
Experience: The position requires a minimum of 10 years of substantive experience in areas related to poverty analysis, international development, or social policy. Candidates should have a strong focus on poverty reduction strategies and targeting, ideally with experience in Latin America and the Caribbean. The expectation is that candidates will have a proven track record of relevant publications, demonstrating their expertise and contributions to the field.
Languages: Proficiency in both Spanish and English, both spoken and written, is mandatory for this position. Additional knowledge of French and Portuguese is considered a plus, as it may enhance communication and collaboration with diverse stakeholders in the region.
