Job Overview: The Division Chief for the Strategic Operational Quality Review Division is expected to be a dynamic and innovative leader who will play a crucial role in enhancing the quality of development projects in Latin America and the Caribbean. This position involves providing leadership and direction for the division's primary responsibilities, which include reviewing operations during all stages of project preparation, ensuring the incorporation of lessons learned from previous operations, and anticipating operational issues that require senior management decisions. The role also emphasizes the importance of collaboration with various divisions within the IDB Group to ensure effective operational oversight and quality assurance. The Division Chief will be responsible for capacity building related to project design and quality assurance, as well as engaging with other multilateral organizations to improve project performance.
Duties and Responsibilities: The Division Chief will have a comprehensive set of responsibilities, including:
Leading the review of SG operations throughout all stages of project preparation, providing technical and sectorial inputs.
Assessing operations with a focus on their programmatic approach and sectorial logic.
Serving as a reference for the assessment of operation implementation plans, ensuring lessons learned from previous operations are integrated.
Anticipating operational issues that may require senior management decisions during the project preparation cycle.
Collecting and disseminating relevant operational lessons learned during project preparation.
Conducting systemic reviews of operations during project implementation, focusing on the likelihood of achieving results.
Collaborating closely with the Executive Vice President’s Office, Risk Management Department, and other divisions to ensure an effective operational second line of defense.
Engaging with front-line sector leaders to enhance systems and processes for higher quality operations.
Providing operational leadership to increase project readiness and capacity to deliver results. 1
Coordinating with other multilateral organizations to improve project design and performance. 1
Offering feedback and guidance to project teams to ensure compliance with all operational policies of the Bank.
Required Qualifications: Candidates must possess a Master's degree or equivalent education in relevant fields such as economics, public policy, or business administration. A Ph.D. is considered a plus. Additionally, candidates should have at least 10 years of proven experience related to the key responsibilities of the position, with a strong management record in similar roles, including the supervision of multidisciplinary teams. Experience in both public and private sectors is required, and academic publications are advantageous.
Educational Background: The educational background required for this position includes a Master's degree or equivalent in economics, public policy, business administration, or other relevant fields. A Ph.D. is preferred but not mandatory, indicating a strong academic foundation in areas pertinent to the Bank's operations.
Experience: The position requires a minimum of 10 years of relevant experience, demonstrating a proven track record in roles that align with the key responsibilities outlined. Candidates should have experience managing teams and projects, showcasing their ability to lead and deliver results in complex environments. Additional Notes: The position is offered as an international staff contract for an initial duration of 36 months, with the possibility of renewal upon mutual agreement.
