Job Overview: The Division Chief, Strategic Development Effectiveness, will play a pivotal role in leading the analysis of the effectiveness of development projects within the IDB Group. This position requires a dynamic and innovative leader who will contribute to changing lives in Latin America and the Caribbean by setting standards for higher impact through the evaluation of development effectiveness. The Office of Strategic Planning and Development Effectiveness (SPD) provides technical guidance to the Bank's Executive team, focusing on implementing a management-by-results model that measures the effectiveness and efficiency of the Bank's products. The Strategic Development Effectiveness Division (SDV) is responsible for analyzing the effectiveness of the Bank's development products, ensuring they demonstrate measurable results upon completion. The successful candidate will be expected to provide strategic guidance, evidence-based technical support, and expert assessments on various aspects related to development effectiveness, including operations design, project closure assessments, and impact evaluations. Additionally, the role involves generating and disseminating knowledge relevant to development effectiveness and participating in the Bank's knowledge agenda.
Duties and Responsibilities: The Division Chief will be responsible for providing leadership and direction for the primary responsibilities of the Division, which include:
Developing standards, methodologies, and metrics for achieving, assessing, and reporting development effectiveness at the IDB.
Providing strategic guidance and evidence-based technical support on operations design, project closure assessments, impact evaluations, and economic analysis.
Contributing to the design of operational policies and procedures to assess the quality of IDB-supported operations.
Generating and disseminating knowledge relevant to development effectiveness in collaboration with operational areas of the Bank.
Leading the monitoring of the Development Effectiveness Policy Framework and ensuring the adequate functioning of the IDB's Development Effectiveness System.
Coordinating with other departments to ensure the development effectiveness of IDB operations.
Leading institutional discussions on development effectiveness with the IDB Group’s Office of Evaluation.
Developing and providing capacity building focused on development effectiveness for Bank staff and management, as well as client countries.
Mentoring staff and developing instruments that reward collaboration. 1
Coordinating with other multilateral organizations on development effectiveness issues. 1
Providing feedback and guidance to optimize performance and ensure compliance with the Bank's workplace policies.
Required Qualifications: The ideal candidate must possess a Master's degree or equivalent education in economics, public policy, business administration, or other relevant fields related to the Bank's operations. A Ph.D. is preferred. Additionally, the candidate should have at least ten (10) years of work experience relevant to the duties and accountabilities of the position, with a minimum of five (5) years of relevant international experience. A proven management record in similar positions, including supervising technically multidisciplinary teams, is essential.
Educational Background: Candidates are required to have a Master's degree or equivalent in fields such as economics, public policy, or business administration. A Ph.D. is preferred, indicating a higher level of expertise and understanding of complex economic and social issues relevant to the IDB's mission.
Experience: The position requires a minimum of ten (10) years of relevant work experience, with at least five (5) years of international experience. This experience should include a proven track record in management roles, particularly in supervising multidisciplinary teams and leading strategic initiatives related to development effectiveness.
Languages: Proficiency in English is mandatory, while proficiency in Spanish is desired. Additional knowledge of Portuguese and/or French is considered a plus, enhancing the candidate's ability to communicate effectively within the diverse linguistic landscape of the IDB's member countries.
Additional Notes: The position offers an international staff contract for an initial duration of 36 months, with the possibility of renewal upon mutual agreement.
