Job Overview:
The Technical Field Manager (TFM), also referred to as the Land Release Project Officer (LRPO), plays a crucial role in providing technical advice and support to national staff involved in Humanitarian Mine Action (HMA) activities. The TFM is responsible for mentoring and guiding teams engaged in High Threat Search and Clearance (EOD/BAC), Technical Survey (TS), Improvised Explosive Device (IED) clearance, Non-Technical Survey (NTS), and the Land Release Process. This position requires a proactive and dedicated individual who can effectively develop the capacity and technical knowledge of national HMA staff. The TFM will report directly to the Chief of Operations (Land Release Project Manager) and collaborate closely with other Technical Advisors and National Demining Supervisors.

Duties and Responsibilities:
  • Contribute to project planning and implementation: Assist in planning and preparing activities, tools, and resources, ensuring that the action plan is executed in collaboration with support services and the technical unit. Ensure proper allocation of resources as authorized by the project manager and maintain regular reporting of activities. Identify areas needing adjustments and propose adaptations to the project manager.
  • Project monitoring, evaluation, accountability, and learning: Monitor project progress indicators and expected outcomes, contributing to evaluations as requested by the project manager and ensuring that evaluation recommendations are implemented.
  • Project data management: Ensure appropriate data collection and management tools are established and utilized in accordance with global standards.
  • Coordination of project teams: Facilitate coordination meetings between project teams and support services as authorized by the project manager, ensuring effective collaboration for project implementation.
  • External project communication: Engage in networks to enhance HI’s external influence and communicate project details to partners, authorities, and stakeholders as necessary.
  • Emergency Preparedness and Response: Participate in emergency preparedness initiatives and adapt working arrangements during emergencies to support HI’s humanitarian response efforts.

Required Qualifications:
Candidates must possess IMAS EOD 3+ certification and an IEDD certification from an accredited training institution. A minimum of 5 years of working experience in the field of Humanitarian Mine Action is required, along with management experience. Candidates should demonstrate a thorough understanding of the land release policy and exhibit ethical values and a constructively critical mindset.

Educational Background:
The position requires candidates to have relevant certifications in Explosive Ordnance Disposal (EOD) and Improvised Explosive Device Disposal (IEDD) from recognized training institutions. A background in humanitarian work or related fields is preferred, along with ongoing professional development in mine action and project management.

Experience:
Candidates should have at least 5 years of experience in the field of Humanitarian Mine Action, with a proven track record in project management and technical advisory roles. Experience in high-threat environments and with diverse teams is essential for this position.

Languages:
Fluency in English is mandatory, and proficiency in French or other languages relevant to the operational context is considered an asset.

Additional Notes:
The position is offered as an international contract with a duration ranging from 3 to 12 months, depending on the mission context. The contract includes social coverage tailored to the individual's situation, such as unemployment insurance for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The gross monthly salary starts at €4500, with additional per diem and hardship allowances based on the mission country. Employees are entitled to 25 paid leave days per year, with rest and recuperation (R&R) days allocated according to the mission level. Housing arrangements are provided, either collectively or individually, depending on the mission level, and local packages are available for residents.
