Job Overview: The position of Global Inclusion Economic Specialist is a two-year fixed-term contract aimed at supporting the implementation of HI's economic inclusion strategy. The specialist will lead and provide technical and strategic support for the design and implementation of projects aimed at empowering vulnerable individuals, including those with disabilities, to acquire the necessary skills for safe, decent, and fulfilling employment opportunities. The role emphasizes market-based programming (MBP) as a core approach to support the development of inclusive and sustainable livelihoods. The specialist will work within the Economic Inclusion technical unit at the headquarters, which is part of the Resilience and Inclusion Division, comprising 40 personnel. The position requires a proven track record in implementing livelihood interventions and supporting vulnerable groups to enhance their socio-economic participation and inclusion in both development and chronic crisis contexts.
Duties and Responsibilities:
Technical Expertise (50%): Provide technical advice and support to a portfolio of projects related to livelihoods, entrepreneurship, job creation, financial inclusion, and strengthening market systems. Implement effective interventions focusing on market-based programming (MBP) and the development of inclusive and sustainable value chains. Support programs in developing coherent early recovery strategies for vulnerable populations in fragile contexts. Develop and/or update specific technical guidance related to market systems and entrepreneurship, and contribute to capacity building of human resources in the field through training and capacity strengthening activities. Integrate HI's cross-cutting approaches (Disability-Gender-Age, conflict sensitivity, and cross-cutting protection) into economic inclusion interventions. Contribute to knowledge management by facilitating communities of practice, learning, and internal/external dissemination of best practices.
Influence and Communication (15%): Enhance HI's visibility and influence in the field of economic inclusion by representing the organization in relevant technical networks and groups. Identify potential donors (private and institutional), networks, partners, NGOs, and advocacy groups aligned with HI's vision for economic inclusion and ensure the development of technical and strategic links. Support internal and external technical communication.
Business Development (20%): Participate in the design of new project proposals by promoting innovative approaches to facilitate job creation and sustainable economic opportunities for vulnerable populations, ensuring that gender, disability, climate change, and digital transformation are appropriately considered. Develop partnerships and consortiums with development actors, research institutes, multilateral organizations, and/or the private sector in the field of economic inclusion. Support and develop inclusive technical assistance offers (ATI) for the support and capacity strengthening of partners and development actors on inclusive practices.
Contribute to overall strategic reflection and operationalization of internal synergies (15%): Contribute to strategic reflection within the Resilience & Inclusion Division and operationalize internal synergies/integrated programming with other sectors (Inclusive Education, Rehabilitation, Armed Violence Reduction, Protection, Disaster Risk Reduction, etc.). Ensure coordination with internal departments (logistics, HR, IT, etc.) and support the induction of new staff.
Required Qualifications: Demonstrated professional experience and relevant practice in socio-economic development and livelihoods, including job creation or entrepreneurship, strengthening market systems, private sector development, financial inclusion, economic recovery, and implementing integrated strategies to combat poverty and exclusion (at least 3 years in the field, and 7 years overall). Recognized for excellent interpersonal and communication skills, particularly in coaching and supporting technical teams in the field. Solid expertise in supporting vulnerable groups (women, youth, etc.) and designing interventions to promote their socio-economic participation and inclusion. Specific expertise in the inclusion of persons with disabilities is considered an added value. Strong capacity to conduct capacity-building activities (developing training modules and technical guidance) and organizing exchange and learning events/workshops. Proven experience in institutional management with recognized donors such as the EU, USAID, FCDO, MAE Lux, and/or with private foundations.
Educational Background: A relevant educational background is required, typically a degree in social sciences, development studies, economics, or a related field. Advanced degrees or specialized training in economic inclusion, disability studies, or related areas would be advantageous.
Experience: A minimum of 7 years of overall experience in the field, with at least 3 years of direct experience in socio-economic development and livelihoods, particularly in contexts involving vulnerable populations and market systems.
Languages: Fluency in English and French is mandatory, while Spanish is considered an asset. Proficiency in additional languages may enhance the candidate's profile.
Additional Notes: The contract is a fixed-term contract for 2 years, with a weekly working time of 40 hours. The remuneration includes an attractive salary with a 13th-month bonus and benefits such as meal vouchers. Remote work is permitted one day per week.
