Job Overview: The Technical Field Manager (TFM) plays a crucial role in providing operational leadership and technical support to national staff involved in Humanitarian Mine Action (HMA). The TFM is responsible for guiding teams in High Threat Search, Clearance, Technical and Non-Technical Surveys, IED clearance, and the Land Release Process. This position also involves developing the technical capacity of national staff through training and continuous professional development. The TFM acts as a deputy for the Chief of Operations (CoO) when required, ensuring smooth operations in their absence. The role requires a proactive and dedicated approach to support the success of the teams and the mission, contributing to project planning, implementation, monitoring, evaluation, and external communication.
Duties and Responsibilities:
Operational Implementation: Contribute to project planning and implementation in line with existing frameworks, ensuring activities are executed and resources allocated as authorized. Regularly report on activities and contribute to identifying areas for project adjustments.
Project Monitoring, Evaluation, Accountability, and Learning: Monitor project progress indicators and expected outcomes, contribute to evaluations, and ensure accountability mechanisms are in place.
Project Data Management: Ensure appropriate data collection and management tools are utilized correctly in line with global standards.
Coordination of Project Teams: Facilitate coordination meetings between project teams and support services as authorized, ensuring effective collaboration.
External Project Communication: Participate in networks and communicate project details to partners, authorities, and stakeholders as required.
Emergency Preparedness and Response: Contribute to emergency preparedness initiatives and adapt working arrangements during emergencies to support effective humanitarian responses.
Required Qualifications: The ideal candidate must possess IMAS EOD 3+ certification and an IEDD certification from an accredited training institution. A minimum of 5 years of working experience in the field of Humanitarian Access is required, along with experience in management. The candidate should have a strong understanding of the implementation of the land release policy and demonstrate ethical values and a constructively critical mindset.
Educational Background: Candidates should have relevant certifications and training in explosive ordnance disposal and related fields, as well as a strong educational background that supports their expertise in humanitarian access and mine action.
Experience: The position requires at least 5 years of relevant experience in humanitarian access, with a focus on management roles. Candidates should have a proven track record in operational leadership within the context of humanitarian mine action.
Languages: Fluency in English is mandatory, and knowledge of additional languages relevant to the operational context in Ethiopia would be considered an asset.

The contract includes social cover adapted to the individual's situation, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. Repatriation insurance is covered by HI. The salary is based on experience, with a per diem of 719€ net/month paid in the field. Employees are entitled to 25 days of paid leave per year and a rest and recuperation (R&R) period of 5 days every 8 weeks, with possible transport/package support. The position is unaccompanied, and housing is provided individually by HI. For residents of the country, a local package will be offered.
