Job Overview:
The Senior Protection Analyst will play a crucial role under the line management of the ProLAC Manager, leading the production of four regional protection analyses and one regional Legal Aid Needs Analysis as part of the ProLAC Initiative. This initiative is a regional harmonized protection monitoring effort implemented across nine countries in the Americas, in collaboration with the Norwegian Refugee Council (NRC). The Senior Protection Analyst will supervise and build the capacity of two protection specialists, guiding them in the analysis of both quantitative and qualitative data. The role involves developing narrative reports and visual data representations, revising data collection tools and methodologies, and facilitating consultations with field teams. The position is based in Bogotá, Colombia, and requires approximately 20% travel within the region, emphasizing the importance of regional collaboration and data-driven decision-making in humanitarian contexts.

Duties and Responsibilities:
The Senior Protection Analyst will be responsible for leading quantitative and qualitative data analysis for the ProLAC Initiative, utilizing the Protection Analysis Framework (PAF) of the Global Protection Cluster (GPC). Key responsibilities include coordinating with the ProLAC Protection Technical Working Group to revise data collection methodologies and tools, managing ProLAC’s projects on 'The DEEP' digital platform, ensuring quality assurance of data collected by field teams, and facilitating internal consultations and workshops. The analyst will also lead the development of narrative reports that monitor ongoing trends, visualize data through infographics, and produce regional protection analysis reports, internal briefing notes, and ad hoc reports. Presenting key findings to coordination forums and contributing insights to the advocacy strategy for the ProLAC Initiative are also essential duties. Additionally, the analyst will provide guidance and capacity-building to two Protection Specialists in data analysis and presentation.

Required Qualifications:
Candidates must possess a Master’s degree in law" style="border-bottom: 1px dotted #007bff !important;">international law, human rights, migration or refugee studies, international development, or related social sciences. They should have demonstrated field experience in protection monitoring and a strong background in collecting and analyzing qualitative and quantitative protection data. An in-depth understanding of protection in humanitarian settings, particularly the Global Protection Cluster’s Protection Analytical Framework (PAF) and international legal frameworks, is essential. Knowledge of the GPC’s Protection Information Management (PIM) is also important. Experience in coordinating with national and global protection mechanisms, producing high-quality documents for diverse audiences, and using digital tools for qualitative data analysis is highly desirable. Leadership experience in protection programs is an added advantage.

Educational Background:
The position requires a Master’s degree in relevant fields such as international law, human rights, migration or refugee studies, international development, or other related social sciences. This educational background is crucial for understanding the complexities of protection issues and the legal frameworks that govern humanitarian assistance.
