Job Overview: The Partnerships and Localization Coordinator - Programmes at DRC Colombia is a pivotal role aimed at enhancing the organization's partnership strategies and capacity development initiatives. This position is designed to support the establishment of new partnerships and programs, particularly in the context of a Localized Rapid Response mechanism to emergency situations through local partners. The coordinator will be responsible for developing a strategic framework that strengthens DRC's partnerships with national NGOs and civil society organizations (CSOs) in Colombia. This role requires collaboration across various departments to create systems for identifying, pursuing, and maintaining effective partnerships that align with DRC's strategic objectives. The coordinator will also be tasked with mapping potential partnership opportunities, assessing partner capacities, and providing ongoing support throughout the project lifecycle, ensuring that partnerships contribute meaningfully to DRC's mission and goals.
Duties and Responsibilities: The key responsibilities of the Partnerships and Localization Coordinator include:
Partnership Development: Conducting and updating partner mapping, leading the partnership selection and due diligence process, and supporting partners in submitting necessary documentation. Establishing and maintaining a partnership database to track partner capacity and strategic alignment with DRC programming.
Capacity Assessment and Management: Coordinating with various units to conduct organizational capacity assessments of partners, identifying specific needs for capacity building, and providing targeted training and support. Developing comprehensive capacity assessment tools in collaboration with the Partnerships Specialist.
Grants Management: Collaborating with the Grants Manager to ensure compliance with donor requirements, leading grant opening meetings, maintaining a partner report tracker, and providing guidance on reporting standards. Monitoring partner spending and ensuring compliance with eligibility rules.
Relationship Management: Establishing productive relationships between NGO partners and DRC staff, providing hands-on support to partners, and facilitating their empowerment in humanitarian coordination spaces.
Reporting and Communication: Ensuring effective communication with partners regarding reporting deadlines and requirements, and providing feedback on partner reports as part of capacity-strengthening plans.
Required Qualifications: Candidates must possess at least five years of professional experience in a relevant field, preferably within an NGO or humanitarian context. A minimum of three years of experience in project or program management is preferred, along with proven organizational skills. Candidates should have significant experience working with local partners and implementing localization models successfully. Strong knowledge of donor compliance rules and regulations is essential, as well as demonstrated experience in training and coaching. The ability to work collaboratively in a multicultural environment with competing priorities and tight deadlines is crucial, as is the capacity to operate in high-stress and insecure environments. Excellent writing, editing, and communication skills in both Spanish and English are required.
Educational Background: A university degree in a relevant field such as international development, humanitarian assistance, political science, or a related discipline is required. Additional certificates and advanced degrees will be considered advantageous.
Experience: The position requires a minimum of five years of relevant professional experience, with at least three years specifically in project or program management. Experience working with local partners and implementing localization models is highly valued, as is a proven track record of success in these areas. Candidates should also demonstrate significant experience in engaging with national partners and local or government authorities.
Languages: Fluency in both English and Spanish is mandatory, with the ability to produce high-quality written products for formal reporting and public communication purposes. Strong communication skills in both languages are essential for effective collaboration and reporting.
Additional Notes: The contract length for expatriates is 12 months, while for national staff it is 6 months. The position is classified under Band G - Non Manager. The duty station is Bogotá, which is designated as a family duty station. The anticipated start date for this position is May 1, 202
