Job Overview: The Business Development Specialist plays a crucial role in supporting the growth of HI's humanitarian programs, particularly in fundraising efforts. This position involves close collaboration with technical leads and program directors to develop funding proposals that align with donor expectations and organizational goals. The specialist will monitor donor priorities, identify funding opportunities, and participate in the implementation of the fundraising strategy. Additionally, they will strengthen relationships with donors and strategic partners, enhancing HI's visibility in the humanitarian sector. The role also includes coordinating proposal writing and project note development, ensuring compliance with donor guidelines, and providing training to staff and local partners on donor rules and project cycle management. The position is based in Amman, Jordan, for a short period before relocating to Damascus, and requires regular travel to intervention areas in North-West and North-East Syria, as well as Lebanon.
Duties and Responsibilities:
Strategic Positioning & Planning: Monitor donor priorities and identify funding opportunities; participate in implementing the fundraising strategy; map humanitarian actors and monitor funding trends.
Relationship Management: Strengthen relationships with donors, strategic partners, and international organizations; participate in platforms and meetings to increase HI's visibility; manage donor communication to ensure compliance with their requirements.
Proposal Development: Coordinate proposal writing and project note development, ensuring compliance with donor guidelines; participate in writing complex proposals and negotiating consortium agreements; ensure complete and compliant submission of proposals.
Capacity Building: Develop training modules on proposal writing and project cycle management; train staff and local partners on donor rules, regulations, and strategies.
Required Qualifications:
Relevant experience in program development, particularly in the humanitarian sector.
International experience, preferably in the Middle East region.
Expertise in donor contract analysis and proposal writing.
Knowledge of various donors and their strategic priorities.
Proficient networking, representation, and negotiation skills.
Experience in facilitating and designing training programs, both in-person and online.
Educational Background: A relevant degree in international development, humanitarian studies, business administration, or a related field is preferred. Additional certifications in project management or fundraising can be advantageous.
Experience: Candidates should have a significant level of experience in program development, particularly within the humanitarian context. Experience working with international organizations and understanding donor dynamics is essential. The ideal candidate will have a proven track record in proposal writing and fundraising, with a strong grasp of compliance and reporting requirements.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Arabic is highly desirable, given the regional focus of the role. Knowledge of additional languages relevant to the operational areas (such as Turkish or Kurdish) would be considered an asset.

The contract includes social coverage adapted to the individual's situation, a gross monthly salary starting from 2400€ based on experience, and a net monthly per diem of 665.25€, paid in the field. Employees are entitled to 25 paid leave days per year and 11 rest and recuperation (R&R) days per year. The position is open to couples and families, with housing provided by HI.
