Job Overview:
The HR Specialist position at the Danish Refugee Council in Ethiopia is a critical role that supports the HR & Admin Manager in delivering comprehensive HR services to the Country Office in Addis Ababa and its field offices. The HR Specialist is responsible for ensuring compliance with DRC's HR policies and procedures, facilitating effective recruitment processes, and promoting staff development initiatives. This role requires a proactive approach to managing performance and fostering a positive work environment. The HR Specialist will also play a key role in implementing and reviewing compensation structures, ensuring that staff are well-informed about their rights and benefits, and maintaining effective communication regarding HR policies. The position demands a strong understanding of local labor laws and the ability to navigate complex HR issues while maintaining a focus on continuous improvement in HR practices.

Duties and Responsibilities:
The HR Specialist will be responsible for a variety of duties including: driving and supporting end-to-end recruitment and selection activities in accordance with DRC guidelines; ensuring a smooth onboarding process for new hires; promoting staff development through the DRC Learning Catalogue; managing performance counseling and documentation; leading the performance management process; coordinating annual compensation reviews and adjustments; pursuing continuous improvement in HR practices; maintaining communication regarding staff insurance and welfare resources; acting as a mediator in disciplinary procedures; ensuring compliance with internal, donor, and national HR regulations; and training staff on relevant HR policies and procedures. This role requires a commitment to ethical conduct and adherence to DRC's values and Code of Conduct.

Required Qualifications:
Candidates must possess a demonstrated understanding of Human Resources Management principles and processes, extensive knowledge of local labor laws, and excellent skills in managing complex people management issues. Additionally, experience in developing HR strategies and policies, as well as proficiency in using online recruitment systems, is essential. Full professional proficiency in English is required, and candidates should be able to effectively communicate and collaborate with various stakeholders.

Educational Background:
The ideal candidate should have a relevant degree in Human Resources Management, Business Administration, or a related field. Advanced certifications in HR management or related disciplines will be considered an asset, as they demonstrate a commitment to professional development and expertise in the field.

Experience:
A minimum of 3 years of working experience in senior Human Resources roles within an International Non-Governmental Organization (INGO) is required. Candidates should have a proven track record of managing HR functions and supporting organizational goals through effective HR practices.

Languages:
Full professional proficiency in English is mandatory for this position. Knowledge of additional languages, particularly local languages spoken in Ethiopia, would be considered an advantage, as it would facilitate better communication with staff and stakeholders.

Additional Notes:
This position is a full-time role with a contract length of 1 year, based in Addis Ababa, Ethiopia. The salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for National employees. The start date for this position is as soon as possible.
