Job Overview: The Programme Management Officer position is crucial for the effective implementation and evaluation of programs/projects related to ECLAC's work in Brazil. The officer will be responsible for monitoring and analyzing program/project development, identifying issues, and proposing corrective actions. This role involves consulting with clients, facilitating workshops, and assisting in the development of action plans. The officer will conduct research, analyze data, and present findings to support policy development, particularly in environmentally sustainable economic development. The position requires strong analytical skills, the ability to manage multiple priorities, and effective communication with various stakeholders.
Duties and Responsibilities: The Programme Management Officer will undertake a variety of responsibilities, including:
Participating in the development, implementation, and evaluation of assigned programs/projects.
Monitoring and analyzing program/project development and implementation.
Performing consulting assignments and facilitating workshops.
Researching, analyzing, and presenting information from diverse sources.
Developing policy papers and guidance notes.
Assisting in policy development and conducting evaluations.
Preparing written outputs such as reports and publications.
Providing support for meetings, conferences, and events. 1

Participating in field missions and providing guidance to consultants and government officials. 1

Required Qualifications: Candidates must possess a strong understanding of theories and concepts relevant to project management and economic development. They should have the ability to identify and analyze issues, conduct independent research, and manage conflicting priorities. Professionalism, planning and organizing skills, and client orientation are essential. Candidates should demonstrate a commitment to gender perspectives and the equal participation of women and men in all areas of work.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of programs in data analytics, business analytics, or data science is desirable.
Experience: A minimum of five years of progressively responsible experience in project or program management, administration, or a related area is required. Familiarity with national institutional settings in Brazil is essential. Experience working with Parliaments in Latin America and the Caribbean is desirable, as is experience in data analytics or related fields. Prior experience in project management within a multilateral organization, such as the United Nations, is also preferred. Candidates should have experience conducting studies on environmentally sustainable economic development in the region.
Languages: Fluency in English is required, as it is one of the working languages of the United Nations. Fluency in Portuguese is desirable, and knowledge of French is also beneficial, as it is another working language of the UN Secretariat. Spanish is a working language of ECLAC, making it advantageous for candidates to be proficient in Spanish as well.
