Job Overview: Under the supervision of the Deputy CountryDirector - Support, the role involves defining the Human Resources policy for the mission and coordinating its implementation across all bases to provide optimal support to programs. The position requires contributing to the mission's strategic definition, overseeing personnel administration and payroll, ensuring recruitment and training for all employees, and promoting career management. Additionally, the role includes ensuring organizational coherence in work structure and defining compensation policies, implementing collective rules, and fostering internal communication. The candidate will also promote and ensure HR collaboration and coordination with mission partners, prevent and manage fraud and corruption situations, and supervise and support the Human Resources team and the capital team, acting as the functional supervisor for the HR Manager at the bases.
Duties and Responsibilities:

Required Qualifications: The candidate must hold a Bac +3/4 degree in Human Resources or a related field (Master's, engineering degree, Bioforce, etc.). They should possess at least 2 years of experience in a humanitarian context, including team management. The candidate must demonstrate leadership, integrity, and honesty, with effective team management skills, performance tracking abilities, and strategic vision development. Strong communication and writing skills are essential, along with good stress management capabilities, emotional intelligence, and the ability to handle complexity.
Educational Background: A Bac +3/4 degree in Human Resources or a related field is required. This could include a Master's degree, an engineering diploma, or qualifications from institutions like Bioforce.
Experience: A minimum of 2 years of experience in a humanitarian context is required, with a focus on team management. The candidate should have a proven track record of leadership and the ability to manage teams effectively.
Languages: Fluency in French and English, both spoken and written, is mandatory for this position. Strong communication skills in both languages are essential for effective collaboration and reporting.
Additional Notes: The position is an international contract for a fixed term of 12 months under French law. The gross monthly salary ranges from 2597 to 2968 euros, depending on experience, including a 13th month. Non-French citizens will receive a retirement insurance reimbursement of 16% of their gross monthly salary. There is a 6% increase in base salary every 12 months of continuous contract. Additional benefits include a per diem and monthly living expenses of $974 net, a monthly contextual allowance of 150 euros, and an annual child allowance of 1500 euros per child present in the home country (with a ceiling of 6000 euros/year). Transport and accommodation are covered, and medical coverage includes 100% of health contributions and repatriation insurance, as well as medical expenses for up to one month after the end of the contract. Salary maintenance provisions are in place for illness, maternity, and paternity. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days per year, with travel expenses covered for breaks and a flat allowance of 215 euros per RnR. For national contracts, the base monthly salary ranges from 3552 to 3999 dollars, with housing allowances between 976 and 1199 dollars, and similar medical coverage and salary maintenance provisions.
