Job Overview: The Procurement Officer position is crucial for the day-to-day implementation of procurement responsibilities within NRC. The role focuses on ensuring effective delivery of procurement services to achieve the best value for money. The Procurement Officer will work collaboratively with various teams, adhering to established policies and procedures while promoting a quality and results-oriented approach. This position requires a proactive mindset to support line managers and staff in understanding and following procurement procedures, ensuring compliance with NRC's guidelines, and fostering a professional relationship with suppliers. The role also involves capacity building of procurement staff and maintaining accurate records for audit purposes.
Duties and Responsibilities: The Procurement Officer will be responsible for a wide range of duties, including but not limited to: ensuring adherence to NRC policies and guidelines; advising and supporting line managers on procurement procedures; supervising procurement staff and facilitating their capacity building; preparing periodic reports on procurement activities; maintaining proper filing and archiving of procurement documents; promoting improvements in procurement functions; conducting market surveys; implementing standard procurement practices; preparing and analyzing quotations; drafting purchase contracts; coordinating with relevant parties for supply delivery; monitoring procurement plans; maintaining supplier databases; tracking requisitions and ongoing procurements; managing contracts and long-term agreements; supporting the Finance team in payment processes; and providing backup support to the Logistics team as needed. The Procurement Officer may also take on additional responsibilities as assigned by the line manager.
Required Qualifications: Candidates must possess a Bachelor’s degree in business or a relevant field. A minimum of 2 years of experience in procurement and contracts management is required, preferably within a humanitarian context. Proven knowledge and experience in international supply chain operations are essential. Proficiency in MS Office applications and knowledge of ERP systems are also required. Additionally, candidates must be proficient in both Arabic and English, with strong written and spoken communication skills.
Educational Background: The position requires a Bachelor’s degree in business or a related field. This educational background is essential to ensure that the candidate has a foundational understanding of procurement processes, contract management, and business operations, which are critical for the effective execution of the role.
Experience: The ideal candidate should have at least 2 years of relevant experience in procurement and contracts management. Experience within a humanitarian context is preferred, as it provides valuable insights into the unique challenges and requirements of procurement in emergency situations. Familiarity with international supply chain operations is also beneficial, as it enhances the candidate's ability to navigate complex procurement scenarios effectively.
Languages: Proficiency in Arabic and English is mandatory for this position, as effective communication in both languages is crucial for interacting with suppliers, stakeholders, and team members. Additional language skills may be considered an asset but are not required.
