Job Overview: The Shelter and WashProject Manager is tasked with overseeing the successful implementation of Shelter and Wash programs within a designated geographical area, specifically under the guidance of the Area Manager. This role is crucial in ensuring that projects are executed with high quality, efficiency, and cost-effectiveness. The manager will be responsible for direct supervision of project staff, managing budgets, and overseeing donor grants, which includes proposal development and mandatory reporting. The position requires a proactive approach to contribute to the development of country, area, and program strategies, as well as initiating and participating in relevant Shelter and Wash projects. The manager will also ensure that the programs align with approved strategies and donor mandates, implementing technical direction to maintain high standards of project quality. Additionally, the role involves capacity building for project staff and ensuring that the most vulnerable populations, including refugees with special needs, are prioritized in program delivery.
Duties and Responsibilities:
Manage and monitor the Shelter and WASH programs to ensure successful implementation in accordance with approved strategies and donor mandates.
Directly supervise project staff and oversee their professional development and capacity building.
Administer project budgets and manage donor grants, including proposal development and reporting.
Contribute to the development of country, area, and program strategies related to Shelter and Wash.
Implement technical direction and ensure high technical quality of projects.
Provide regular progress reports to management and relevant stakeholders.
Represent Shelter and WASH in internal and external forums, liaising with local authorities and key stakeholders.
Ensure the integration of protection guidelines in all related activities and address any reported breaches or concerns.
Collaborate with other core competency teams on joint programming and community responses. 1
Promote the rights of refugees and explore innovative ways to assist them in line with advocacy strategies.
Required Qualifications:
A Bachelor’s degree in Civil, Hydraulic, Environmental Engineering, Public Health, or a related field.
A minimum of 4 years of managerial and/or senior technical experience in WASH/Shelter or similar roles within humanitarian or recovery contexts.
Proven experience in coordination and advocacy, particularly in urban displacement scenarios.
Proficiency in integrated settlement-based programming.
Strong understanding of the Lebanon context and its challenges.
Legal eligibility to work in Lebanon, as the organization cannot provide work permits or visa sponsorships.
Educational Background: Candidates must possess a Bachelor’s degree in a relevant field such as Civil Engineering, Hydraulic Engineering, Environmental Engineering, Public Health, or a closely related discipline. This educational background is essential to ensure that the candidate has the necessary technical knowledge and skills to effectively manage Shelter and Wash projects.
Experience: The position requires a minimum of 4 years of managerial and/or senior technical experience in WASH/Shelter or similar roles. This experience should be within humanitarian or recovery contexts, particularly in complex and volatile environments. Candidates should have a proven track record of successful project management and implementation in similar settings, demonstrating their ability to navigate challenges and deliver results.
Languages: Fluency in Arabic and English, both written and spoken, is mandatory for this position. Proficiency in these languages is essential for effective communication with project staff, stakeholders, and beneficiaries. Additional language skills may be considered an asset but are not required.
Additional Notes: The position is based in Zahle, Bekaa, Lebanon, with a contract duration of 12 months, which is fixed-term and renewable based on performance, funding, and the ongoing need for the position. The role may require travel within the area, estimated at 30%. The salary and benefits are aligned with NRC’s national salary scale, specifically at grade 8, and come with accompanying terms and conditions.
