Job Overview:
The Human Resources Department (HRD) at the IDB Group is tasked with the administration and development of human resources, overseeing the implementation of the People Strategy, and building programs that support the organization's results-based business model. The HRD is looking for a versatile professional with expertise in HR policy development to join the Policies and Labor Relations (PLR) team. This team plays a crucial role in maintaining a positive work environment and developing comprehensive workplace policies that govern employment and labor relations within the Bank. The consultant will be responsible for researching, drafting, and implementing HRD policies that align with the Bank's Institutional Strategy and People Strategy, covering all stages of the employee lifecycle, including talent acquisition, performance management, career development, compensation and benefits, and termination.

Duties and Responsibilities:
The consultant will engage in various activities, including researching and drafting HRD policies, supporting their implementation, and ensuring alignment with the Bank's Institutional Strategy and People Strategy. Responsibilities include engaging with internal teams to ensure policy consistency with business needs, identifying improvements, and ensuring compliance with Bank regulations. The consultant will also review HRD regulations, streamline the HRD policy system, research market trends and benchmarks to support policy design, and assist with the translation and dissemination of policies. Deliverables will be linked to the submission of invoices based on the acceptance of activities by the project supervisor.

Required Qualifications:
Candidates must possess a Master’s degree (or equivalent advanced degree) in Law, HR management, organizational development, or other relevant fields. Additionally, a minimum of 10 years of progressive experience in HR management, policy development, benefits administration, or employee well-being is required. Candidates should demonstrate key skills such as continuous learning, collaboration, client focus, effective communication, and innovation.

Educational Background:
A Master’s degree or equivalent advanced degree in relevant fields such as Law, Human Resources Management, or Organizational Development is required for this position. This educational background is essential to understand the complexities of HR policies and their implementation within the organization.

Experience:
The position requires at least 10 years of progressive experience in human resources management, specifically in areas such as policy development, benefits administration, or employee well-being. This level of experience is crucial for understanding the intricacies of HR policies and their impact on the organization and its employees.

Languages:
Proficiency in both Spanish and English, spoken and written, is mandatory for this position. Knowledge of additional languages such as French and Portuguese is considered a plus, enhancing the candidate's ability to communicate effectively in a diverse work environment.

The contract type for this position is Products and External Services Consultant (PEC), with a retainer arrangement. The length of the contract is 170 days over a period of 10 months. The work location is remote, allowing for flexibility in work arrangements.
