Job Overview: The Senior Human Resources Assistant plays a crucial role in the administration of benefits and entitlements within the UN system. This position requires a deep understanding of human resources policies, procedures, and practices, as well as the ability to interpret and apply them effectively in an organizational context. The incumbent will be responsible for reviewing and processing data related to staff conditions of service, entitlements, and claims, ensuring compliance with the Staff Rules and Regulations. The role involves providing guidance to Human Resources Assistants on complex queries, monitoring developments in HR policies, and participating in discussions related to HR reforms. The Senior Human Resources Assistant will also engage in the development and testing of the UMOJA ERP system, ensuring accurate data management and reporting. This position demands a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders to enhance HR services.
Duties and Responsibilities: The Senior Human Resources Assistant will undertake a wide range of responsibilities, including:
Administration of benefits and entitlements: Review and process requests for entitlements, monitor staff conditions of service, and provide advice on HR-related queries.
Data management: Ensure accurate and correct entitlement data in the UMOJA system for staff in Vienna and field offices, process corrections of Personnel Actions, and manage iNeed tickets submitted by staff.
Audit preparation: Review and prepare submissions for internal and external audits, monitor the implementation of recommendations, and conduct research on HR-related issues.
Training and supervision: Train and supervise new and lower-level staff in the unit, ensuring they are equipped to handle HR tasks effectively.
Reporting and analysis: Compile statistical reports on HR issues, assist with data presentations, and contribute to knowledge management initiatives.
General support: Perform other work-related duties as required, including assisting with visualizations and updating information materials.
Required Qualifications: Candidates must possess a high school diploma or equivalent. A first-level university degree or higher is preferred, which can reduce the required years of experience. The position requires a minimum of ten years of progressively responsible experience in human resources management or related areas. Candidates with a first-level university degree may qualify with eight years of experience. Experience in administering employee benefits and entitlements, as well as familiarity with HR modules of an ERP system, is essential. Supervisory experience is also desirable, along with hands-on experience with the HR Partner role in UMOJA/SAP.
Educational Background: The educational requirement for this position is a high school diploma or equivalent. However, candidates with a first-level university degree or higher are preferred, as this can reduce the minimum experience requirement. The educational background should ideally include coursework or training in human resources management, business administration, or a related field, which would provide a solid foundation for understanding HR policies and practices.
Experience: The position requires a minimum of ten years of progressively responsible experience in human resources management, administrative services, or a related area. For candidates with a first-level university degree or higher, the minimum experience requirement is reduced to eight years. Several years of experience in the administration of employee benefits and entitlements are necessary, along with experience working with human resources modules of an enterprise resource planning (ERP) system. Familiarity with the UMOJA/SAP system is desirable, as is experience working within the United Nations system or similar international organizations. Supervisory experience is also considered an asset.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another United Nations official language, such as French, is considered an advantage and may enhance a candidate's competitiveness for the role.
