The organization implements emergency responses in various sectors, including Protection, Livelihoods, Shelter/NFIs, and Humanitarian Disarmament and Peacebuilding, particularly focusing on humanitarian mine action. DRC's approach involves direct interventions, support to duty bearers, and collaboration with civil society organizations (CSOs). As the context evolves, DRC is committed to adapting its durable solutions portfolio to meet the changing needs of the communities it serves.

Job Overview:
The Humanitarian Mine Action (HMA) Programme Specialist (PS) serves as the primary contact in Kyiv for all programmatic matters related to DRC's Humanitarian Disarmament and Peacebuilding (HDP) sector. This role is crucial for ensuring that the organization's activities align with established guidelines and standards in humanitarian mine action. The HMA PS is tasked with coordinating inputs from various stakeholders, including Area Technical Field Managers (TFMs) and other team members, to develop proposals and reports. Additionally, the PS will oversee the tracking of financial resources allocated to programs and facilitate processes that ensure the effective setup and execution of field activities. The position requires extensive travel to DRC's area offices and other field locations to enhance the organization's capacity in maintaining program quality compliance.

Duties and Responsibilities:
The main duties and responsibilities of the Humanitarian Mine Action Programme Specialist include:
  • Compiling and coordinating inputs for concept notes and proposals in collaboration with Area TFMs and other HDP team members, adhering to grants management guidelines.
  • Consolidating reporting inputs from the program side in partnership with area TFMs and sector managers/advisors, ensuring compliance with grants management guidelines.
  • Conducting monthly and ad-hoc updates on program status in accordance with internal and external requirements.
  • Ensuring that program-related documents are accurately formatted, stored, and shared with relevant stakeholders, including donors and headquarters.
  • Supporting the tracking of HDP program budgets and financial inputs through regular reviews with budget holders and the finance department.
  • Providing logistical, financial, and administrative support for field activities, including conducting field visits to assist operational teams.
  • Facilitating the implementation of project cycle management processes in line with DRC guidelines and HMA standards.

Required Qualifications:
To qualify for the position, candidates must possess the following qualifications:
  • A Bachelor's degree is required, with a preference for a Master's degree in Social Sciences, International Development, Business and Management, or related fields.
  • A minimum of 2 years of relevant experience in NGOs, civil society, UN, or similar environments.
  • Proven experience in program development, fundraising, reporting, project cycle management, and capacity building of staff.
  • Strong analytical skills to assess administrative, programmatic, and financial inputs in compliance with internal and external requirements.
  • Experience working in insecure environments is essential.
  • Proficiency in written and spoken English is mandatory.
  • Familiarity with Microsoft Office applications is required.
  • Excellent oral and written communication skills are necessary.

Educational Background:
Candidates must have a Bachelor's degree, with a preference for a Master's degree in relevant fields such as Social Sciences, International Development, Business and Management, or related areas. This educational background is crucial for understanding the complexities of humanitarian work and program management.

Experience:
The position requires at least 2 years of previous relevant experience in a similar role within NGOs, civil society organizations, or UN agencies. Candidates should demonstrate a strong background in program development, fundraising, reporting, and project cycle management, as well as experience in capacity building of staff. Experience in insecure environments is also essential, as the role may involve working in challenging conditions.

Languages:
Fluency in written and spoken English is mandatory for this position. Additionally, knowledge of the Ukrainian language is desirable, as it may enhance communication with local stakeholders and communities. Familiarity with other languages relevant to the region may also be beneficial.

Additional Notes:
The contract for this position is initially for 6 months, subject to performance and funding availability. The role is classified at Level G.1, which is a non-management position. The designated duty station is Kyiv, which is considered a non-family duty station. The anticipated start date for this position is April 202
