Job Overview: The Finance and Budget Officer is responsible for overseeing budget preparation and administration, ensuring that financial resources are allocated effectively and in compliance with UN regulations. This role involves analyzing financial data, preparing budget proposals, monitoring expenditures, and providing support to managers in resource allocation. The officer will also be involved in financial reporting, ensuring that all financial transactions are accurately recorded and reconciled, and will provide training and guidance on financial regulations. The position requires a strong understanding of accounting principles and the ability to analyze complex financial data to support decision-making processes.
Duties and Responsibilities: The Finance and Budget Officer will undertake a variety of duties including: reviewing and analyzing budget proposals, providing support for budget submissions, monitoring budget implementation, ensuring compliance with financial regulations, preparing budget performance reports, analyzing accounts, resolving discrepancies, approving expenditures, and providing training on financial regulations. Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting, or a related field is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: A minimum of five years of progressively responsible professional experience in accounting, finance, or a related area is required. Candidates should have experience in complex bank reconciliations, reviewing and investigating financial transactions, and preparing financial statements. Familiarity with private or public sector accounting standards such as IFRS or IPSAS is essential. Experience with ERP systems like SAP Financial Accounting is desirable, along with experience in developing data models and performing data analysis.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations. Knowledge of another official UN language is considered an advantage, enhancing the candidate's ability to communicate effectively in a multilingual environment.
Additional Notes: This position is financed by Extra Budgetary Funds and is subject to the availability of funds and budgetary approval. The initial appointment is for one year, with the possibility of renewal based on the availability of the post.
