Job Overview:
The Human Resource Manager will play a pivotal role in overseeing, managing, developing, and strengthening all HR and administrative functions within the NRC Ukraine Country Programme. This position is crucial for providing efficient and effective human resources and administrative support, with a particular emphasis on supporting management in the strategic development of the human resources structure and capacity. The HR Manager will also focus on developing the capacity of existing national staff to manage all aspects of the Human Resource function in Ukraine, ensuring that the HR team is well-equipped to handle both international and national staff needs. This role requires a strategic mindset and the ability to implement plans that support nationalization, career development, and succession planning within the organization.

Duties and Responsibilities:
  • Lead the development and implementation of strategic plans to support nationalization, career development, and succession planning within NRC Ukraine.
  • Provide support, guidance, and advice to NRC Ukraine’s Senior Management and the broader management team on the strategic development of NRC Ukraine’s human resource structure.
  • Develop the capacity of existing human resource staff on all aspects of Human Resources, ensuring the function is not reliant on international staff.
  • Provide leadership, direction, and guidance to the HR team both in the country office and to the HR coordinators in area offices.
  • Support the Learning & Development coordinator in consolidated training and development plans across NRC Ukraine, emphasizing the institutionalization of NRC culture and core humanitarian values.
  • Ensure adherence to NRC policies and the national labor law in all processes and procedures, including advice in personnel conflicts and coordination of staff recruitment and exits.
  • Maintain a healthy and empowering office environment that encourages open, honest, and productive communication.
  • Ensure that NRC Ukraine maintains effective and efficient staff records, including a filing system that meets NRC standards and Ukrainian legal requirements.
  • Provide support and direction to the Staff Care Coordinator to manage staff benefits schemes such as medical insurance and access to mental health services. 1
  • Provide leadership and guidance to the Admin team, including support on staff visas, residence permits, accommodation, and registration. 1
  • In consultation with the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and Head of Support, address staff grievances and disciplinary measures. 1
  • Coordinate new HR initiatives from NRC Head Office and Regional Office.

Required Qualifications:
  • University degree in Human Resources Management, Business Administration, or a relevant discipline.
  • Minimum of 3 years of experience working as a senior HR Manager in an international humanitarian or recovery context.
  • Experience working in complex contexts is essential.
  • Self-awareness of leadership skills and profile is required.
  • Fluent in English, both written and verbal, is mandatory.
  • Knowledge of the context in Ukraine is preferred.
  • Experience in managing digital HR systems supporting 300+ staff is an advantage.

Educational Background:
Candidates must possess a university degree in Human Resources Management, Business Administration, or a relevant discipline. This educational background is essential for understanding the complexities of human resource management in a humanitarian context.

Experience:
The position requires a minimum of 3 years of experience working as a senior HR Manager, specifically in an international humanitarian or recovery context. Candidates should have experience in managing HR functions in complex environments, demonstrating the ability to adapt and respond to various challenges.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Knowledge of Ukrainian or Russian may be beneficial but is not explicitly required.

Additional Notes:
The duty station for this position is Kyiv, Ukraine, with a contract duration of 12 months. The role may involve travel of up to 30% within Ukraine. Compensation and benefits will be according to NRC's grade 9 scale. It is important to note that NRC is unable to provide work permits or visa sponsorships for this position, and citizens of Ukraine are highly encouraged to apply.
