Job Overview:
The position involves contributing to the initiative 'Putting Energy to Work! - Promotion of Productive use of Energy in Malawi.' The contractor will be responsible for facilitating the procurement process related to this project, which aims to enhance the productive use of energy in Malawi. This includes identifying and engaging with suppliers, managing procurement documentation, and ensuring compliance with UNCDF and UNDP procurement policies. The contractor will work closely with project stakeholders to ensure that the procurement process aligns with the project's objectives and timelines. The assignment is expected to span 120 working days over a period of six months, requiring a commitment to deliver high-quality procurement services that support the project's goals.

Duties and Responsibilities:
  • Manage the procurement process for the 'Putting Energy to Work!' initiative, including drafting procurement documents, preparing terms of reference, and conducting market research to identify potential suppliers.
  • Ensure compliance with UNCDF and UNDP procurement policies and procedures throughout the procurement cycle.
  • Collaborate with project stakeholders to define procurement needs and specifications, ensuring that they align with project objectives.
  • Facilitate the evaluation of bids and proposals, including organizing evaluation meetings and documenting the evaluation process.
  • Maintain accurate records of procurement activities, including contracts, correspondence, and supplier information.
  • Provide support in negotiating contracts with selected suppliers, ensuring favorable terms and conditions for the project.
  • Monitor supplier performance and compliance with contract terms, addressing any issues that arise during the contract period.
  • Prepare regular reports on procurement activities and progress, highlighting any challenges and recommendations for improvement.

Required Qualifications:
  • Proven experience in procurement processes, preferably within international organizations or development agencies.
  • Strong understanding of procurement policies and procedures, particularly in the context of UN agencies.
  • Excellent negotiation and communication skills, with the ability to engage effectively with suppliers and stakeholders.
  • Strong analytical skills, with the ability to assess bids and proposals critically.
  • Proficiency in using procurement management systems and tools, including online supplier portals.
  • Ability to work independently and manage multiple tasks effectively under tight deadlines.

Educational Background:
A bachelor's degree in business administration, procurement, supply chain management, or a related field is required. A master's degree or professional certification in procurement or supply chain management would be an advantage.

Experience:
A minimum of 3-5 years of relevant experience in procurement or supply chain management is required. Experience working with UN agencies or international development organizations is highly desirable. Familiarity with the energy sector and sustainable development initiatives would be an asset.

Languages:
Fluency in English is mandatory. Knowledge of local languages spoken in Malawi would be an advantage, as it may facilitate communication with local suppliers and stakeholders.

Additional Notes:
The contract duration is for 120 working days spread over six months. This position is open to both national and international candidates. The contractor will be expected to work full-time during the assignment period. Compensation will be commensurate with experience and in line with UNCDF's remuneration policies.
