The incumbent is responsible for maintaining real-time communication between UN personnel, security teams, and relevant stakeholders. This role involves operating communication systems such as radios and telephones, supporting incident response units, and ensuring timely transmission of essential information to and from the SOC. The position requires a proactive approach to communication management, particularly during emergencies and critical incidents, ensuring that all personnel are informed and coordinated effectively.
Duties and Responsibilities:
Communication Management: Operate radio systems (VHF), satellite phones, and other communication tools to maintain constant monitoring of field team movements, adhering to established procedures. Conduct regular radio checks with UN personnel to ensure communication lines remain open and functional, documenting results in team records. Respond to distress calls from UN personnel, coordinating swiftly with the SOC duty officer and Quick Reaction Force (QRF). Monitor field operations and liaise with the National Disaster Management Office during cyclones and other natural disasters. Maintain ongoing contact with local authorities to gather real-time information during protests or unforeseen events (road closures, power outages, etc.). Develop and disseminate security advisories for all personnel and visitors; organize security briefings for new UN arrivals. Provide regular training on the use of all telecommunication tools.
Incident Reporting and Coordination: Monitor all communications related to security incidents, relaying urgent information to the SOC duty officer and maintaining communication during emergencies. Assist the SOC duty officer in coordinating emergency responses, including QRF deployment, medical evacuations (MEDEVAC), and fire response operations. Document all communications, including emergency calls and security incidents, in appropriate logs and databases.
Surveillance and Alerts: Track ongoing incidents and security developments, sending timely alerts to the SOC duty officer and security teams as necessary. Contribute to monitoring surveillance systems to identify potential security risks and incidents within the UN premises and surrounding areas. Issue security advisories and situation updates to UN personnel based on instructions from the SOC duty officer. Conduct real-time monitoring of live security camera feeds to detect suspicious behavior or incidents. Ensure surveillance systems are functioning correctly, reporting any malfunctions or technical issues. Document significant incidents or events observed on surveillance screens. Manage alarms and respond to alerts from the security system.
Administrative Support: Ensure compliance with security regulations and procedures. Oversee the creation and coding of staff identification cards within the UN. Update emergency staff lists and their dependents. Maintain records and documentation related to badge requests, confidential files, and incident reports from all UN agencies. Undertake other tasks as required by agencies to ensure security.
Required Qualifications:
Education: A secondary school diploma (Baccalauréat) is required OR a university degree (Bachelor's) will be duly considered but is not required.
Experience: A minimum of 6 years of work experience in telecommunications or related fields is required with a secondary school diploma, or 3 years with a Bachelor's degree. Proven knowledge of standard telecommunications equipment handling is essential. Proficiency in radio communication software and computer tools is required. Experience working within the United Nations system or other international organizations is preferred. Experience in a call center/contact center is appreciated. Proven ability to interpret radio codes and messages is necessary. Demonstrated capacity to remain calm under pressure and manage multiple communications simultaneously is required.
Language: Fluency in French is required; knowledge of English is desirable.
Educational Background: The position requires a secondary school diploma (Baccalauréat) as a minimum educational qualification. A university degree (Bachelor's) is considered an asset but is not mandatory for the role. Candidates with relevant educational backgrounds in telecommunications or related fields may have an advantage.
