Job Overview: The G2P Consultant position is focused on assessing government-to-person payments (G2P) to design and develop a pilot program aimed at improving the effectiveness and efficiency of digital payment mechanisms. The consultant will work under the supervision of the Samoa Country Coordinator and the Pacific Regional Programme Manager. The primary objective is to leverage mobile money channels alongside traditional bank channels to enhance the delivery of government payments. The consultant will be responsible for scoping, designing, and leading the implementation of the pilot program, ensuring that it meets the needs of vulnerable sectors such as agriculture. This role requires a strong understanding of digital payment systems, cybersecurity, and the ability to engage with various stakeholders to ensure successful implementation.
Duties and Responsibilities: The G2P Consultant will have a comprehensive set of duties and responsibilities, including:
Creating a tailored Cybersecurity Policy Document that focuses on governance, data protection, incident response, access control, cryptographic measures, staff competence, third-party risk management, and business continuity.
Developing specific protocols for the secure operation and management of financial data, emphasizing secure data handling and access control, particularly for vulnerable sectors like agriculture.
Providing implementation guidance by developing Standard Operating Procedures (SOPs) based on a review of existing controls and workflows, defining roles, responsibilities, and secure handling practices.
Validating SOPs through stakeholder consultation and aligning them with internal and regulatory requirements, while also developing an implementation roadmap for progressive cybersecurity improvements.
Conducting a training needs assessment to identify knowledge gaps among staff and developing tailored training programs, including workshops and scenario-based exercises, to enhance staff skills in cybersecurity practices, data handling, and compliance.
Following up with evaluations and refresher sessions to ensure ongoing capacity building and improvement in practices.
Required Qualifications: The position requires a set of specific qualifications, including:
Proven experience in designing and implementing digital payment systems, particularly in government-to-person payment contexts.
Strong knowledge of cybersecurity principles and practices, especially related to financial data management.
Excellent communication and interpersonal skills to engage with various stakeholders, including government officials, private sector partners, and community organizations.
Ability to work independently and manage multiple tasks effectively while meeting deadlines.
Familiarity with the regulatory environment surrounding digital payments and financial services in Samoa and the Pacific region.
Educational Background: Candidates should possess a relevant educational background, typically a master's degree in finance, economics, information technology, or a related field. Additional certifications in cybersecurity or digital payments would be advantageous and demonstrate a commitment to professional development in this area.
Experience: The ideal candidate should have a minimum of 5 years of relevant experience in the field of digital payments, financial inclusion, or related areas. Experience working with government agencies or international organizations on similar projects will be highly regarded. The candidate should also have a track record of successfully leading projects from conception through to implementation and evaluation.
Languages: Fluency in English is mandatory, as it is the primary language of communication for this position. Knowledge of Samoan or other Pacific languages would be considered an asset, as it may facilitate better engagement with local stakeholders and communities.
Additional Notes: This position is offered as a contract for a specific duration, with the possibility of extension based on performance and project needs. It is a full-time role, and the consultant will be expected to work closely with the UNCDF team in Samoa. The compensation package will be competitive and commensurate with experience and qualifications.
