Job Overview:
The SBC Manager will work under the guidance of the Chief SBC and in close coordination with various sections and offices. The primary responsibility is to design, manage, execute, monitor, and evaluate regional strategies related to Social and Behavior Change (SBC). This role involves providing technical support to the DRC country offices in delivering SBC initiatives that promote human rights-based approaches and community engagement. The SBC Manager will utilize evidence-backed approaches in social and behavioral sciences to empower communities and address social determinants of behavior, ensuring sustainable results for children in both development and humanitarian contexts. The position requires a strong focus on generating and utilizing research and data to inform SBC programs, advocating for SBC, building partnerships, and promoting continuous learning and capacity building for UNICEF staff and partners.

Duties and Responsibilities:
  • Generate & Use Evidence: Conduct research and utilize data to inform the design, measurement, and monitoring of SBC programs and outcomes in both development and emergency contexts. Build the evidence base for SBC initiatives.
  • Design, Plan and Implement: Create and execute SBC activities that are supported by social and behavioral evidence, ensuring strong engagement and participation mechanisms.
  • Advocate & Build Partnerships: Mobilize resources, coordinate across stakeholders, and build partnerships to operationalize SBC initiatives.
  • Build Capacities: Promote continuous learning and scaling up of SBC strategies through capacity building for UNICEF staff and partners, ensuring effective implementation in both development and humanitarian contexts.

Required Qualifications:
  • Education: An advanced university degree (master’s or higher) in social and behavioral sciences, including sociology, anthropology, communication studies, psychology, or a related field.
  • Work Experience: A minimum of eight (8) years of relevant experience in developing, implementing, evaluating, and managing social and behavioral change strategies and content.
  • Skills: Proven ability to work with internal and external stakeholders at multiple levels, providing technical support and capacity building, and establishing/managing external partnerships.
  • Language Requirements: Fluency in French and English is mandatory. Desirable qualifications include developing country work experience and familiarity with emergency contexts, as well as knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) or a local language.

Educational Background:
Candidates must possess an advanced university degree (master’s or higher) in a relevant field such as social and behavioral sciences, sociology, anthropology, communication studies, or psychology. This educational background is essential for understanding the complexities of social and behavioral change strategies.

Experience:
The position requires at least eight (8) years of relevant work experience in the field of social and behavioral change. This experience should encompass developing, implementing, evaluating, and managing strategies and content that drive social and behavioral change, particularly in contexts that involve both development and humanitarian efforts.

Languages:
Fluency in French and English is mandatory for this position. Additionally, knowledge of another official UN language (such as Arabic, Chinese, Russian, or Spanish) or a local language is considered desirable, enhancing the candidate's ability to communicate effectively in diverse environments.
