Job Overview:
The Budget Officer will manage the EMOPS Supplementary Funds, assisting in the preparation, implementation, and monitoring of fund usage. This role involves supporting management in office operations and administrative matters. The officer will perform data collection, monitoring, and technical services to support program activities, including planning, allocation, monitoring, and donor reporting for supplementary funded budgets. The position requires regular preparation of budget reports and maintenance of budget monitoring tables, project proposals, and related documents. The officer will liaise with regional and country offices regarding budget allotments and gather information for donor and financial reports. The role also includes processing allocations, verifying transactions, and maintaining internal budget control systems, ensuring accuracy and financial control.

Duties and Responsibilities:
  • Assist in the planning, identification, allocation, monitoring, and management of supplementary funded budgets.
  • Prepare budget reports, including project utilization reports against the EMOPS Annual Workplan.
  • Maintain overall budget monitoring tables and related documents for supplementary funded projects.
  • Liaise with regional and country offices regarding EMOPS charge codes and budget allotments.
  • Gather information for donor reports and financial reporting from various sections and units.
  • Perform data gathering and analysis of Grants, Fund Reservations, Purchase Requisitions, and other program budgets.
  • Generate FLS/VISION reports and prepare tables for supervisor review.
  • Maintain the status of unfunded supplementary funds and process allocations.
  • Undertake daily budget maintenance and verify payment requests for consultants and vendors. 1
  • Review supplementary-funded transactions for accuracy and financial control. 1
  • Establish and maintain internal supplementary budget control systems. 1
  • Verify and reconcile financial reports generated by DFAM with EMOPS records. 1
  • Act as the EMOPS Budget Focal Point for JPOs and liaise with DHR regarding funding and entitlements. 1
  • Carry out administrative and operational tasks for project activities, including missions to other offices. 1
  • Perform any other duties as assigned by the supervisor to ensure smooth functioning of the Unit and Office.

Required Qualifications:
  • Knowledge of UNICEF's programs and financial/administrative rules, regulations, policies, and procedures.
  • Proficiency in UNICEF electronic systems and computer applications, including SAP/VISION, EXCEL, Word, and PowerPoint.
  • Strong analytical and organizational skills.
  • Ability to work collaboratively and communicate effectively with various stakeholders.
  • Commitment to UNICEF's core values and competencies.

Educational Background:
Candidates must have a secondary graduation with university-level courses in Accounting/Auditing and business administration or equivalent specialized training. This educational background is essential for understanding the financial and administrative aspects of the role.

Experience:
A minimum of 7 years of relevant work experience in program administration and financial monitoring within an international or multi-national organization is required. At least one year of this experience should be closely related to supporting program activities, demonstrating a solid understanding of financial processes and program management.

Languages:
Excellent command of written and spoken English is essential. A working knowledge of an additional UN language is considered an asset, enhancing communication capabilities within the organization and with international partners.
