Job Overview: The consultancy assignment aims to support the UNICEF Kosovo office in preparing the Kosovo Programme Management Plan (KPMP) for the period 2026-203
The consultant will be responsible for conducting a management review to assess the current office structure, ensuring it is fit for purpose and affordable. This involves reviewing the office's Programme Planning Package, which includes evidence synthesis, Theory of Change (TOC), Results and Resource Plan, and Explanatory Note. The consultant will also engage with staff to ensure transparency and participation throughout the process, ultimately leading to a well-structured and adequately resourced program that aligns with the newly identified priorities and results.
Duties and Responsibilities: The consultant will undertake several key tasks, including:
Preparing an Inception Report that outlines a detailed roadmap for the consultancy assignment.
Conducting a desk review of the draft Results and Resources Framework and other analytical documents, including a call with the Kosovo senior management team.
Undertaking consultations with various stakeholders, including program pillars, the Mitrovica Field Office, and the Kosovo Management Team, to understand key priorities and strategies for the 2026-2030 program.
Mapping the resources required for the intended results and conducting a capacity gap analysis.
Reviewing the current staffing structure to ensure it is affordable and aligned with the program's priorities.
Confirming the proposed staffing structure and preparing an affordability analysis report.
Drafting the KPMP, which will include the program management environment, lessons learned, management strategy, and performance management systems.
Required Qualifications: Candidates must possess at least 15 years of experience in program management, operations, and human resources at a senior level, ideally with a mix of country office, regional office, and headquarters experience. Documented experience in change management is essential, with a preference for candidates who have held senior positions (minimum P5 level) and have extensive knowledge of UNICEF policies regarding Country Programme Management Processes. Recent experience with UNICEF during the last Strategic Plan cycle is considered an advantage. Candidates should also demonstrate solid experience with UNICEF policies and procedures, particularly in program, operations, and human resources.
Educational Background: A relevant advanced degree in social sciences, international development, public administration, or a related field is required. Candidates should have a strong academic background that supports their expertise in program management and human resources.
Experience: Candidates should have a minimum of 15 years of relevant experience, with a strong emphasis on program management, operations, and human resources at a senior level. Experience in change management and familiarity with UNICEF's policies and procedures is highly desirable. Recent experience with UNICEF is an added advantage, particularly during the last Strategic Plan cycle.
Languages: Fluency in English is mandatory. Knowledge of additional languages may be considered an asset, particularly if relevant to the context of Kosovo and its diverse population.
Additional Notes: This consultancy position is not classified as a staff member under the UN regulations, meaning that consultants will not receive benefits such as leave entitlements or medical insurance. The selected candidate will be responsible for their tax liabilities and must ensure that their visa and health insurance are valid for the duration of the contract. Additionally, candidates must confirm their fully-vaccinated status against COVID-19 with a WHO-endorsed vaccine before starting the assignment, unless they are working remotely and not expected to interact directly with UNICEF's programs or communities.
