Job Overview:
The position of National Consultant for Mental Health and Psychosocial Support is crucial for addressing the mental health needs of children within the public child protection system in Andalusia, Spain. The consultant will work closely with UNICEF's Regional Office for Europe and Central Asia (UNICEF ECARO) and local authorities to implement an integrated collaboration framework aimed at enhancing mental health and psychosocial support for vulnerable children. This role involves providing technical support, facilitating communication among stakeholders, and ensuring that project activities are culturally sensitive and aligned with local needs. The consultant will also be responsible for capacity-building activities and the development of training programs to support the project's objectives.

Duties and Responsibilities:
  • Liaison and communication: Serve as the main contact point between UNICEF ECARO, international experts, and local authorities, ensuring efficient information flow.
  • Stakeholder engagement: Build and maintain relationships with local authorities, child protection services, mental health institutions, and NGOs.
  • Integrated Collaboration framework development: Facilitate the publication of assessment reports, analyze findings, and provide technical input for developing the framework.
  • Capacity-building: Organize training programs based on the Collaboration Framework, ensuring technical aspects are incorporated.
  • Communication and dissemination: Plan dissemination activities to share project progress and outcomes.
  • Project Support: Assist the Project Manager in coordinating project activities, preparing materials, and providing logistical support.
  • Regularly report on progress and challenges to UNICEF ECARO and maintain communication with local authorities.

Required Qualifications:
Candidates must possess a Master's degree in international relations, political or social sciences, statistics, human rights, or comparable academic qualifications. A minimum of 4 years of progressively responsible professional experience in child rights, child protection, or mental health and psychosocial support (MHPSS) is required. Proven experience in project management and coordination is essential, along with a strong understanding of the Andalusian culture and governance. Excellent communication and presentation skills in both Spanish and English are mandatory, as well as proficiency in Microsoft Office applications.

Educational Background:
A Master's degree in relevant fields such as international relations, political or social sciences, statistics, human rights, or equivalent work experience is required. The educational background should reflect a strong foundation in child rights and protection, as well as mental health and psychosocial support.

Experience:
The position requires at least 4 years of progressively responsible professional work experience in areas related to child rights, child protection, and mental health. Candidates should have a proven track record of successful project management and coordination, particularly in contexts similar to the challenges faced in Andalusia.

Languages:
Fluency in both Spanish and English is mandatory, with excellent written skills in both languages. Knowledge of additional languages may be considered an asset but is not required.

The consultancy is home-based in Andalusia, with an estimated duration of 200 working days between March 2025 and January 202
  • The consultant will be required to travel within Andalusia for project-related activities, with travel costs reimbursed according to UNICEF policy. The consultant must adhere to UNICEF's rules and regulations, including obtaining necessary approvals for travel and ensuring compliance with health and safety requirements. Payment will be made upon satisfactory completion of deliverables, and all materials developed will remain the copyright of UNICEF.
